audit finding and recommendation form may include: a) reference to the State’s proposed corrective action plan and comments; and b) ICAO’s comments on the State’s action plan.
5.13 CLOSING MEETING
At the end of the audit, the audit team leader will convene a closing meeting with the State’s aviation system authorities and staff, as appropriate, to brief them on the audit teams’ findings and recommendations.
5.13.1 The closing meeting provides high-level civil aviation authorities with information relating to the findings and recommendations of the audit team. The meeting should ensure that the State authorities clearly understand the situation as audited by the ICAO team and are able to start work on a corrective action plan, should it be deemed necessary. The meeting should emphasize the most significant safety issues and concisely present the team’s findings and opinions regarding the effectiveness of the State’s safety oversight system.
5.13.2 The audit team leader shall inform the State authorities of the actions to follow the on-site audit. The audit team leader will also inform the authorities of the critical dates for the interim and final safety oversight audit reports and for the submission of a State’s corrective action plan and comments on the audit reports.
5.13.3 The closing meeting must include a briefing on all findings and recommendations that will be included in the interim safety oversight audit report. A draft copy of the findings and recommendations made will be provided to the State authorities at this time.
5.13.4 The audit team leader should make it clear that the draft findings and recommendations are tentative and are to help them start to work on their action plan and that the official findings and recommendations to which the State is expected to react will be contained in the official interim safety oversight audit report to be forwarded by SOA.
5.13.5 The following elements should be addressed during the closing meeting: a) brief review of the objective and scope of the audit; b) summary of the on-site audit procedures; c) presentation of draft findings and recommendations; d) information on the visits to the industry; and e) information on post-audit follow-up actions by ICAO and the audited State.
5.13.6 State authorities should be invited to make comments and express any disagreement with the findings presented. The team leader shall report the disagreement, including the reason provided by the State authorities.
