The important role of EUROCONTROL
in the standardisation process is also
recognised in the context of SESAR,
through its responsibility, delegated by
the SESAR Joint Undertaking, for the

maintenance of the programme抯 standardisation
roadmap.
At a worldwide level, the Agency is
actively involved in the ICAO standardmaking
process. This is done through
different actions, such as development
of proposals for amendment, through
involvement in the Regional ICAO
planning process, e.g. European Air
Navigation Planning Group (EANPG),
through participation in the technical
work of key ANC Panels of Experts and
its study groups, as well as participation
in the ICAO global events and coordination
of appropriate informal briefings to
the ICAO Air Navigation Commission on
key European initiatives and developments
such as Aeronautical Information
Management (AIM) and SESAR.
Strengthening European
visibility and commitment
A new challenge is to ensure strengthening
European visibility and commitment
towards ICAO. Therefore, close coordination
with the European Commission
(EC), the SESAR Joint Undertaking and
the European Aviation Safety Agency
(EASA) is absolutely vital. This coordination
involves issues such as exchange
of information regarding responses to
ICAO State Letters, synchronising and
strengthening key messages, developing
a common European position in areas of
Community competence, and arranging
multi-lateral coordination meetings
preparing for appropriate European input
into the ICAO process. This 揈uropean
coordination mechanism?works well and
involves key coordinators and experts of
the relevant organisations.
Meeting changing needs
ICAO is currently considering the evolution
of the ICAO standards from detailed
technical documents towards higherlevel
requirements supported by technical
solutions as a means of compliance,
which may be developed by
standardisation organisations such as
EUROCAE, RTCA2 or EUROCONTROL.
Such an approach is similar to the one
taken by the European Commission for
the framework of the Single European
Sky interoperability (the new approach
for standardisation) and which may
imply an even greater involvement of the
Agency in the process of development of
detailed standards, supporting the ICAO
high-level provisions.
A new development
ICAO has taken the initiative to investigate
means by which ICAO and other
international standards-making bodies
such as EUROCAE, RTCA and ARINC3
can work more cooperatively. This initiative
supports the adopted Assembly
Resolution A36-13, Appendix A,
Resolving Clauses 3 and 4: 搕hat ICAO
should utilize, to the maximum extent
appropriate, and subject to the adequacy
of a verification and validation process,
the work of other recognized standardsmaking
organizations?
In addition, the ICAO Global Air
Navigation Plan has now become the
baseline for measurable achievements
as the global system evolves from being
technology-driven to performancebased.
The ICAO Assembly urged the
Council to ensure the development of
transition strategies, requirements and
SARPs to support the implementation of
a true global ATM system.
Moreover, the European ATM Master
Plan recognises and underlines the
importance of ICAO action as essential
to achieving global interoperability. In
particular this contribution should materialise
through timely availability and
effective application of SARPs and PANS
material based on validated concepts/
technologies, allowing regions with early
needs to progress at the pace required
by their traffic volumes/density as well
as through development of coordinated,
synchronised plans for synergies across
regions and consistent requirements on
airspace users
In that context, ICAO arranged a roundtable
meeting with these organisations
following the NextGen/SESAR Open
Forum on 10 September 2008 to which
EUROCONTROL is invited to participate
in the discussion related to overseeing
the global standardisation process
required for implementing and operating
NextGen/SESAR. n
