On 25 June 2008 the European Commission
adopted the so-called Single European Sky
package II. As indicated in the title of the
explanatory Communication1, the aim of Single
European Sky II (SES II) is to achieve a more
sustainable and better performing aviation system.
For this reason, SES II proposes to
regulate performance, to include environmental
aspects and to open the door to new technologies.
Daniel Calleja, Director of Air Transport at the
European Commission, tells us how.

Performance in SES II
The adoption of the Single European Sky
legislation2 in 2004 (SES I) brought air
traffic management under the European
common transport policy. However, a
truly 搒ingle?sky delivering a seamless
sky has not yet been achieved.
Airspace users and passengers continue
to pay unnecessarily for inefficiencies in
the aviation chain in terms of time, fuel
burn and money. SES I prompted the
industry to act, but Member States have
not sufficiently used the instruments
provided to improve overall performance:
designation of service providers, use of
economic incentives, opening up to the
market, changes in route structure and
last but not least, establishment of functional
airspace blocks.
That is why the first measure proposed in
SES II is the introduction of performance
regulation with specific setting of performance
targets.
The idea of driving the performance of the
air traffic management (ATM) system has
to be initiated by an independent performance
review body which monitors and
assesses the performance of the system,
with a view to proposing Communitywide
targets.
Through a process of formal consultation
of stakeholders that will also include
national supervisory authorities, the
Commission will approve the performance
targets. The performance targets
will be binding and the route charges
paid to air navigation service providers
will be used as incentives to ensure the
credibility of performance regulation.
In order to achieve performance targets,
genuine service provision regional integration
instruments, such as functional
airspace blocks, will be implemented.
The Commission is continuing with the
揵ottom-up?approach for the establishment
of functional airspace blocks.
Current initiatives will be supported and
accelerated mainly through the setting of
firm deadlines for implementation, at the
latest by end 2012.
Another element of performance regulation
will be the introduction of the
network manager function. This function
will help service providers and users to
find optimal gate-to-gate solutions from
a European perspective. Optimal flight
trajectories for airspace users can be
achieved with the design at European
level of the route network. In particular,
local design solutions will be consistent
with European network efficiency requirements.
The network manager function
will also help in the coordination and
allocation of scarce resources, such as
radio frequencies and radar transponder
codes.

The setting of performance targets
together with the deadlines for the implementation
of functional airspace blocks
and the introduction of the network
manager function are the key elements of
SES II for a performance-based system.
Role of new technologies
and performance
Another key element of the SES II
package, highly relevant for a performance-
based ATM system, is the
opening of the door to new technologies
through the SESAR Programme.
The present air traffic control system is
being pushed to its limits, is working with
obsolete technologies and is suffering
from fragmentation. Europe must accelerate
the development of its system
to respond to the challenges and to
