ICAO Forum on the Integration and
Harmonisation of NextGen and SESAR
into the Global ATM Framework
Attended by over 400 participants, the
forum agreed that it is crucial to initiate a
process for sharing developments in the
SESAR and NextGen systems, identifying
both common features of and differences
between the systems and highlighting
how the harmonisation and interoperability
efforts will benefit the global community.
The forum also stressed the importance
of sharing information and working
through ICAO in order to synchronise
regional efforts under the ICAO Global Air
Navigation Plan.
揥hat I consider critical about NextGen
and SESAR is that they both recognise
the importance of evolving through
ICAO抯 Operational Concept, Global Air
Navigation Plan and framework for performance-
based transition, as embraced by
the Eleventh Air Navigation Conference in
2003,?said the President of the Council
of ICAO, Roberto Kobeh Gonz醠ez.
揝ESAR is a truly new approach to ATM
modernisation, providing guidance and
leadership to all ATM-related activities in
Europe with a view to achieving global
interoperability.?揑t will be developed
within ICAO抯 Operational Concept so
that it becomes a true vector for global
standardisation,?said Daniel Calleja,
Director Air Transport of the European
Commission at the forum.
揟his forum will help us progress together
as a global community in developing a
global air traffic management system
for the future,?said Mr David McMillan,
Director General of EUROCONTROL. 揑n
Europe, EUROCONTROL, the European
Commission and the SESAR Joint
Undertaking, together with the other
European air transport partners, all have
a common goal? 揂nd we are working
together with the United States to ensure
that our work is compatible.?揃ut air
transport is a global industry and we call
on ICAO to ensure that implementation in
all its regions is supported.?
Patrick Ky, the Executive Director of the
SESAR Joint Undertaking, highlighted
the fact that 揑nternational cooperation is
a top priority for SESAR, and the SESAR
Joint Undertaking, as the managing entity
of the Programme抯 development phase,
is committed to doing all that is necessary
in order to coordinate with other
regions by bringing together public and
private resources across the EU and in
third countries.?
The outcome of the forum will without
question be taken into account in the
further development of the future Global
ATM Framework, which will ensure the
safety and fluidity of the air transport
worldwide over the next 30 years.
A three-day forum held at ICAO
from 8 to 10 September on the
integration and harmonisation
of the United States?NextGen
and Europe抯 SESAR programmes
highlighted the importance of these
initiatives, and others elsewhere
in the world, and called for greater
cooperation in the implementation
of a seamless and interoperable
ATM system worldwide.

and IATA agree flight
efficiency plan to reduce
fuel burn and emissions
On 8 September 2008 at
the ICAO Headquarters in
Montreal, Alexander ter Kuile,
Secretary General of CANSO,
David McMillan, Director
General of EUROCONTROL,
and Giovanni Bisignani,
Director General and CEO
of IATA, signed a five-point
plan to reduce fuel burn and
emissions.
With the aviation industry concerned at the recent
rapid rise in the price of fuel, the three organisations
have identified a series of short-term measures
which together will reduce annual fuel consumption by
470,000 tonnes. The measures seek mainly to ensure
a tangible improvement in the European airspace design
for both en-route and terminal areas, and to ensure a
