Nous poursuivons un objectif ambitieux : mettre en place un
syst鑝e qui permettra de tripler la capacit? d抋tteindre un niveau
de s閏urit?dix fois sup閞ieur ?ce qu抜l est aujourd抙ui, de r閐uire
l抜ncidence environnementale de chaque vol dans des proportions
allant jusqu掄 10 % et d抋baisser de moiti?les co鹴s ATM.
Dans le m阭e temps, nous travaillons de concert avec les
蓆ats-Unis afin de faire en sorte que leur programme NextGen et
notre initiative SESAR convergent et que nos plans d抋ction soient
et demeurent en phase.
Le r閏ent Forum de l扥ACI organis??Montr閍l, auquel ont
particip?plus de 400 experts issus des quatre coins du monde,
a constitu?une occasion in閐ite de r閍liser des avanc閑s consid閞ables
dans cette direction. Il y a 閠?convenu d抋morcer un
processus d掗change d抜nformations sur les d関eloppements des
syst鑝es SESAR et NextGen, d抜dentifier les points communs ainsi
que les sp閏ificit閟 des deux syst鑝es et de mettre en 関idence
les retomb閑s potentielles, pour la communaut?a閞onautique
mondiale, des efforts d閜loy閟 sur les plans de l抙armonisation et
de l抜nterop閞abilit? L抋ccent a 間alement 閠?mis sur la n閏essit?
de rendre ce processus accessible aux autres pays et r間ions du
monde, et l扥ACI a un r鬺e d閠erminant ?jouer ?cet 間ard.
Dans ce contexte d掗mergence des futurs syst鑝es ATM,
l扥ACI est naturellement appel閑 ?prendre l抜nitiative de faire en
sorte que la mise en oeuvre soit activement soutenue dans toutes les
r間ions qu抏lle repr閟ente, faute de quoi les syst鑝es homog鑞es
et mondiaux dont nous avons tous besoin ne pourront fonctionner
correctement.
L抜nterop閞abilit??l掗chelle plan閠aire est un imp閞atif et
constitue l抩bjectif que nous nous effor鏾ns tous d抋tteindre. Bien
s鹯, il convient d抋ppliquer ?chaque r間ion une solution propre au
moment qui lui est opportun, mais nous devons tous faire en sorte
que les syst鑝es mis au point soient adaptables et mondialement
compatibles.

The aim of SESAR is
to define, develop and
ultimately implement the
next-generation European
air traffic management
(ATM) system, serving
the needs of European
society and the users
of European airspace.
However, it has been
recognised ever since
SESAR抯 inception that it
cannot ignore the wider
dimension of aviation
and must address global
interoperability issues.

In general terms, interoperability translates
into respect for the international
provisions which ensure access to
European airspace for non-European
operators, but also into a responsibility
to provide European experience and
solutions to help advance global aviation
and better address its evolving needs. To
this end, Europe is actively contributing
to the international standardisation effort.
The international context also includes
the US NextGen Programme, which is
a major transformation effort similar to
SESAR in many respects, and a number
of initiatives in other regions of the world.
These two programmes and the importance
of global interoperability were
the focus of the recent ICAO Forum on
the integration and harmonisation of
NextGen and SESAR into the Global
ATM Framework, which took place on
8-10 September 2008 in Montreal (more
on this in the article on page 32).
The needs
There is a general requirement for efficient
ATM services, and for interoperable
avionics and procedures. Beyond the
obvious economic driver, this is fundamentally
related to the safe management
of each and every flight, and to the
delivery of a high-quality service.
Traffic growth varies across regions and
over time. As a result, new areas will
become high-density and will be able to
rely on the experience of current highdensity
areas, and even apply the most
modern and efficient techniques with a
faster transition.
Acting together early in the life cycle
of a new concept or technology is
more efficient than late coordination.
Investigations can complement each
other in order to achieve a better level of
validation earlier on, and subsequently
create better conditions for successful
deployment. Conversely, late coordination
has in several instances led to significant
