SCASS is made up of 3 parts, Advisory Committee, Expert
Group, and Executive Office

is composed of senior aviation industry managers
(now Safety Committee of CAAC is in the place

Processing of treating report
1) get a report formatted
2) read it and make decision to receive it or not
3) issue alert letter if necessary
4) call on reporter, if possible
5) de-identification of person
6) return reporter a receipt or destroy original according to
demand of reporter
7) expert group study the report, make recommendation or
alert, if necessary
8) de-identification of involved airline or airport , and input
the rewrote report into database
9) issue and share safety information
