Appendix 2 Annex 6 - Operation of Aircraft
2.2.7 AircraFt systems, associated conpols and insmctions
for their use, as required by Chapter 6, 6.1.3.
2.2.8 The minimum equipment list and configuration
deviaLion list for the aeroplane types operated and specific
operations authorized, including any requirements relating to
operations in IRNP airspace.
2.2.9 Checklist of emergency and safety equipment and
instructions for its use.
2.2.10 Emergency evacuation procedures, including typespecific
procedures, crew coordination, assignment of crew's
emergency positions and the emergency duties assigned to
each crew member.
2.2.1 1 The normal, ahnormal and emergency procedures
to be used by the cabin crew, the checklists relating thereto and
aircraft systems information as required, including a statement
related to the necessary procedures for the coordination
between flight and cabin crew.
2.2.12 Survival and emergency equipment for different
routes and the necessary procedures to verify its normal
functioning before take-off, including procedures to determine
the required amount of oxygen and the quantity available.
2.3.4 The incrtase of aerodrome operating minima in case
of degradation of approach or aerodrome facilities.
2.3.5 The necessaq information for compliance with all
flight profiles required by regulations. including but not
lirnitcd to, the dctcrmi~lation of:
a) take-off runway length requirements for dry, wet and
conta~ninated conditions, including those dictated by
system failures which affect the bke-off distance;
b) take-off climb limitations:
c) en-route climb limitations;
d) approach climb limitations and landing climb
limitations;
e) landing runway length reqoirements for dry, wet and
contaminated conditions, including systems failures
which affect the landing distance; and
f) supplementary information, such as tire speed
limitations.
2.2.13 The ground-air visual signal code for use by
smivclrs, as contained in Annex 12.
2.4 Training
2.3 Routes and aerodromes
2.3.1 A route guide to ensure that the flight crew will
have, for each flight, information relating to communication
facilities, navigation aids, aerodromes, instrument approaches,
instrument amvals and instrument departures as applicable for
the operation, and such other ~nformation as the operator may
decm necessary for the proper conduct of flight operations.
2.3.2 The minimum flight altitudas for each route to be
flown.
2.3.3 Aerodrome operating minin~a for each of the
aerodromes that are likely to he used as aerodronles OF
intended landing or as alternate aerodromes.
2.4.1 Details of the flight crew training programme, as
required by Chapter 9, 9.3.
2.4.2 Details of the cabin crew dudes training progame
as required by Chapter 12, 12.4.
2.4.3 Details of the flight operations officerfflight
dispatcher waining programme when employed in conjunc~ion
with a method of Bight supervisiol~ in accordance with
Chapter 4, 4.2.1.

ATTACHMENT G. MINIMUM EQUIPMENT LIST (MEL)
Supplementary to Chapter 6, 6.1.2
1. If deviations from the requirements of States in the
certification of aircraft were not permitted an aircraft could not
be flown unless all systems and equipment were operable.
Experience has proved that some unserviceability can be
accepted in the short term when the remaining operative
systems and equipment provide for continued safe operations.
2. The State should indicate through approval of a
minimum equipment list those systenls and iterns of equipment
that may be inoperative for certain flight conditions with the
intent that no flight can he conducted with inoperative systems
and equipment other than those specified.
3. A minimum equipment list, approved by the State of
the Operator. is therefore necessary for each aircraft, based on
the master minimum equipment list established for the aircraft
type by the organization responsible for the type design in
conjunction with the State of Design.
4. The State of the Operator shouId require the operator to
prepare a minimum equipment list designed to allow the
operation of an aircraft with certain systems or equipment
inoperative provided an acceptable level of safety is
maintained.
