respect, the cooperation between ACI
EUROPE and EURCONTROL fits in
perfectly with the re-launched Single
European Sky (SES II) and SESAR,
which are based on a total system
approach and a 慻ate-to-gate?concept
of operations.

On 28 October 2008, EUROCONTROL and ACI EUROPE established a cooperation agreement
on airport capacity

followed the development of the
Organisation抯 Airport Operations
Programme (APR) since its inception.
This programme is indeed very
important for airports, as it is designed
to assist all stakeholders concerned
with useful and tested tools relating to
capacity analysis, airport collaborative
decision-making (A-CDM), surface
movement guidance and control, and
runway safety.
With this formalised agreement, ACI
EUROPE is looking to take a more
active role in the development of these
activities and facilitate their deployment
by the airport community. As a first step,
a joint ACI EUROPE-EUROCONTROL
Action Plan on A-CDM has already
been launched, with the ambitious
target of getting 40 airports engaged
in the implementation of this interactive
information and data exchange process
by the end of 2009. The potential benefits
are real: based on the precedent of
Munich Airport, where A-CDM is now
fully operational (currently yielding a
10% reduction in taxiing times and an
estimated €3.6 million in cost savings
for the airport and the airlines), our
Action Plan aims to achieve a reduction
of more than 400,000 tons in CO2 emissions
and cost savings of €100 million,
every year.
In addition to these specific operational
issues, from a strategic point
of view, ACI EUROPE is pressing for
more visibility and importance to be
given to airport capacity in the context
of SES II and more generally of the
EU transport policy. EUROCONTROL
has played a unique role in gathering
data and providing analysis with its
earlier 揅onstraints to Growth (2001)?
and 揅hallenges to Growth (2004)?
studies. Its newly released 揅hallenges
of Growth?study reveals that even
with conservative projections of future
growth in demand, Europe will still face
an airport capacity crunch by 2030,
resulting in 11% of demand left unaccommodated
and 170 million passengers
stranded, and those calculations
are based on the optimistic assumption
that airports will actually be in a position
to implement all expansion plans
currently projected, resulting in a 41%
increase in capacity over the same
period! This study is indeed timely and
is providing the basis upon which the
newly established EU Observatory on
Airport Capacity will work to build and
maintain an up-to-date inventory of the
airport capacity in the European aviation
network. n
Olivier Jankovec, Director General ACI EUROPE, said
揙ur cooperation is aimed at addressing crucial
short-term and long-term challenges for European
aviation. It is about improving airport operations
to allow airlines to save money, for example by
reducing aircraft taxiing time on the ground. At the
same time, it is about delaying congestion as much
as possible and planning for future developments in
the most effective way.?
He added: 揢ltimately, we all know that optimising
existing airport capacity will not be enough, and the
study released by EUROCONTROL sounds a further
warning about the need for new infrastructure.?
David McMillan, Director General EUROCONTROL,
said 揹ecision-makers need reliable data from trustworthy
sources so that they can construct their policies
effectively. The new Challenges of Growth study
underlines that regardless of the economic situation,
the demand for air travel will be there.?
