Improved collaboration
with the CFMU
Albania has also made significant progress
in achieving the ECIP Objective
FCM03 relating to the collaboration
between the Central Flow Management
Unit (CFMU), airports and airspace
users. First System Activation (FSA)
messages have been sent to the CFMU
since November 2006. By the end of
2008, Albania will be able to provide
the CFMU with updated flight plan information,
including the change of aircraft
equipment and diversion by means of an
AFP message (ATC flight plan proposal).
The other AFP messages have already
been implemented.
In addition, by spring 2009, Albania will
be able to provide correlated position
data (CPR) to the CFMU. The provision
of real-time aircraft position data will
greatly assist the CFMU in adjusting flow
regulation.
Security management
system
EUROCONTROL will also assist NATA in
the development and establishment of a
security management system.
The future
Finally, a new facility comprising a colocated
area and approach control
building and adjacent aerodrome control
tower with new ATM equipment
fully compliant with both EUROCONTROL
and SES requirements is
planned to be constructed and fully
operationalby the end of 2010. n

Aviation &
Environment Summit
The successive presidencies of the
European Union regularly organise a
European Aviation Summit.
On 18-19 November 2008 the French
presidency organised an Aviation
and Environment Summit. The
event brought together the main
air transport stakeholders, namely
political and regulatory authorities
(the European Commission, States
and parliamentary representatives),
industry representatives (constructors,
parts manufacturers), airlines,
aeronautical associations,
international organisations, etc.

The Summit provided a forum for an
exchange of views on two topical issues
?the Single European Sky and the
environment.
There were three major developments in
the first of these two areas:
n a collective message from the various
air transport partners, recognising the
need to validate the second Single
European Sky package as proposed
by the European Commission;
n signature of the agreement on the
揅lean Sky?research and development
initiative;
n signature of the Declaration of Intent
to create a Functional Airspace
Block Europe Central (FABEC) by six
Member States (Germany, Belgium,
France, Luxembourg, the Netherlands
and Switzerland) and their associated
air navigation service providers
(ANSPs).
Two fundamental messages were
discussed regarding the second area
(environment):
n confirmation by all the parties
concerned that the arrangements in
the Aviation and EU/ETS agreement
of July 2008 between the European
Parliament and the Council should
remain the same in the general EU/
ETS Directive currently being
discussed.
n the eagerly awaited speech by JC
Spinetta on EU/ETS, which confirmed
that the scheme would have to be
equitable, progressive and global
to allow air transport to continue to
invest in new fleets of more economical,
quieter and cleaner aircraft.
During the Summit, there were presentations
and round-table discussions on the
following three themes:
n is research the key to the sustainable
development of air transport?
n the expected benefits of modernising
air traffic management (the second
Single European Sky package, its
associated R&D aspects, functional
airspace blocks);
n operational and financial regulatory
measures (EU/ETS).
Mr Dominique Bussereau, Secretary of
State for Transport, in his concluding
address to the Summit, acknowledged
that air transport was going through a
difficult period on account of the high fuel
costs, the weakness of the dollar against
the euro and the global credit crunch.
With regard to the Single Sky, he indicated
that the French presidency wanted
to make fast progress with the expected
adoption on 8 December 2008 by the
Council of a common position on the
second package and the finalisation of
a 2009 roadmap for the extension of
EASA抯 powers to airport security and air
transport management.
As far as the integration of aviation into
the EU/ETS was concerned, the Minister
felt that the agreement reached in July
