traffic management system, in line with the
long-term objectives of SESAR, Europe抯
infrastructure modernisation programme.?
The new system indeed complies with
the Single European Sky regulation on
the interoperability of the European ATM
network (EC) No. 552/2004 and the applicable
implementing rules. Developed in
line with European Flight Data Processing
(eFDP) specifications, it is a fundamental
step towards the Single European Sky抯
objective to reduce the fragmentation of
air traffic control systems, still prevailing in
today抯 Europe, by increasing the interoperability
between these systems.
In addition to supporting the provision
of effective air navigation services, the
new FDPS抯 advanced features will also
shape a unique platform that is capable
to support the pre-operational evaluation
and validation of future concepts
in support of the SESAR development
phase, in or close to a real operational
environment. n
On 15 December 2008, EUROCONTROL抯 Maastricht Upper Area
Control Centre implemented a next-generation interoperable
Flight Data Processing System (FDPS) to manage one of
Europe抯 busiest and most complex airspaces,
located above the Benelux and North-West Germany.

The New Flight Data Processing System at Maastricht is a trajectory-based
system, as opposed to the classical route-based systems used until now. A trajectory is now
continuously updated by the flight behaviour (given by radar data and inputs from the controller)
whereas in a route-based system the Flight Plan Route would remain quasi-static in the system.
Building further on the effective civil-military cooperation already in place in the area, trajectory
data is also provided in real time to the military controllers who handle military traffic in Belgium,
Luxembourg, the Netherlands and Germany.
Increased system flexibility will improve performance by keeping flight delays low. With the new
system, the airspace is managed more flexibly, which means that flight areas can be easily
re-shaped, dynamically responding to changes in traffic demand, specific weather conditions or
areas reserved for military operations.
Coordination between ATC sectors or centres requires less telephonic action as most of the
coordination processes are assisted through electronic coordination. This is done for internal coordination,
and for external coordination with the adjacent ATC centres that support this capability.
More Controller-Pilot Data Link messages than before (CPDLC has been in operation at Maastricht
since 1995) are now fully integrated into the controller抯 tools, leading to a reduction in workload
and less risk of verbal miscommunications. Conflict-prediction technologies such as MTCD
(medium-term conflict detection) will offer further gains in efficiency, by enabling controllers to
rapidly assess trajectory changes and issue timely responses.
The new FDPS at Maastricht has been developed above the original specifications, within budget
and deployed over approximately 5?years.

Visits & Agreements
On 12 December a military delegation from China, headed
by Mr Zhongli, Senior Colonel of the Chinese Air Force,
visited EUROCONTROL抯 Headquarters. The briefing focused on
the role of the Central Flow Management Unit (CFMU) and civil and
military cooperation in ATM.
On 3 December, Korean air traffic controllers were received
at Headquarters and briefed on the role of EUROCONTROL in
European ATM and the Agency抯 activities in the fields of safety,
security and human factors. The visit ended with a tour of the CFMU
operations room.
