Note.- Guidance on the use of surface movement radar is
given in the Manual of Surface Movement Guidance and
Control Systems (SMGCS) and in the Air Traffic Services
Planning Manual (Doc 9426).
9.9 Siting 01 equipment and installations
on operational areas
Note I.- Requirements for obstacle limitation surfaces are
spec@ed in 4.2.
a) on a runway strip, a runway end safety area, a taxiway
strip or within the distances specified in Table 3-1,
column 11, if it would endanger an aimaft; or
b) on a clearway if it would endanger an aircraft in the air.
9.9.2 Any equipment or installation required for air
navigation purposes which must be located.
a) on that portion of a runway strip within:
1) 75 m of the runway centre line where the code
number is 3 or 4; or
2) 45 rn of the runway centre line where the code
number is 1 or 2; or
b) on a runway end safety area, a taxiway strip or within
the distances specified in Table 3-1; or
c) on a clearway and which would endanger an aircraft in
the air;
shall be frangible and mounted as low as possible.
9.9.3 Existing non-visual aids need not meet the
requirement of 9.9.2 until 1 January 2010.
9.9.4 Recommendation.- Any equipment or instalfation
rquired for air navigation plnposes which must be located on
the non-gradedportion of a runway strip should be regarded
as an obstacle and should befiangible and mounted as low as
possible.
Note.- Guidance on the siting of navigation ai& is
contained in the Aerodrome Design Manual, Part 6 (in
preparation).
9.9.5 Unless its function requires it to be there for air
navigation pqoses, no equipment or installation shall be
located within 240 m from the end of the strip and within:
a) 60 m of the extended centre line where the code number
is 3 or 4; or
b) 45 m of the extended centre line where the code number
is 1 or 2;
Note 2.- The design of light fuctures and their supporting a precision approach Iunway I, 'I or
structures, fight units of visual approach slope indicators,
signs, and markers, is specifed in 5.3.1, 5.3.5, 5.4.1 and 5.5.1, 9.9.6 Any equipment or installation required for air
respectively. Guidance on the frangible design of visual and navigation purposes which must be located on or near a strip
non-visual aid for navigation is given in the Aerodrome of a precision approach runway category I, I1 or III and which:

a) is situated on that portion of the stnp within 77.5 rn of

hansitional surfbce or the balked landing surface;
shall be frangible and mounted as low as possible.
9.9.7 Existing non-visual aids need not meet the requirement
of 9.9.6 b) until 1 January 2010.
Note.- See 5.3.1.5 for the protection date for exbring
elevated approach lights.
9.9.8 Recommendation.- Any equipment or installation
wquired for air navigation pulposes which is an obstacle of
operational signijcance in accordance with 4.2.4, 4.2.11,
4.2.20 or 4.2.27 should bej-angible and mounted as low as
possible.
9.10 Fencing
9.10.1 Recommendation.- A fence or other suitable
bammer should be provided on an aerodrome to prevent the
entrance to the movement awa of animals large enough to be
a hazard to aircraft.
9.10.2 As of 23 November 2006, a fence of other suitable
barrier shall be provided on an aerodrome to prevent the
entrance to the movement area of animals large enough to be
a hazard to aircraft.
9.1 0.3 Recommendation.- A fence or other suitable
bam'er should be provided on an aerodrome to deter the inadvertent
or pmeditated access ofan unauthorized person onto
a non-public area of the aerodrome.
Note I.- This b intended to include the barring of sewers,
ducts. tunnels, eic., where necessary to prevent access.
Note 2.- Special measures may be requiwd to prevent the
access of an unauthorized person to runways or taxiways
which ovetpass public roads.
9.10.4 As of 23 November 2006, a fence or other suitable
barrier shall be provided on an aerodrome to deter the
inadvertent or premeditated access of an unauthorized person
onto a non-public area of the aerodrome.
