SUR 01 Surveillance Ops
Provision of Surveillance Facilities
1  Introduction
1.1  The purpose of this Section of CAP 670 is to provide the operational regulatory requirements for the provision of surveillance facilities. These encompass the prescriptive requirements for specific types of air traffic services and airspace, as well as any additional ATC Unit requirements to address the specific local operational environment and need. Technical requirements for surveillance systems are contained in CAP 670 SUR Sections (which will eventually include surveillance systems generally). Annex A to this Section provides an overview of surveillance technology.
2  Scope
2.1  The requirements detailed in this Section apply to all surveillance facilities approved or overseen by the CAA for the provision of ATC within United Kingdom airspace.  For airspace outside the United Kingdom for which the United Kingdom has, in pursuance of international agreements, undertaken to provide air navigation services, specific interpretation of the requirements will be provided on a case by case basis, including special regard to EU level legal requirements.
2.2  The use of surveillance systems as planning aids or of SSR for labelling purposes only is outside the scope of these requirements unless the related planning and labelling functions have safety implications.
2.3  Where a temporary ATC Unit is established for a Special Event the application of these requirements shall be decided on a case-by-case basis by the relevant Air Traffic Standards Regional Manager.
3  General Requirements
3.1  ANSPs must comply with the Single European Sky, Common Requirements (Article 8 of Regulation EC 1315/2007 and included in CAP 670 APP 03) as regards changes to surveillance systems, including implementation of hazard identification, risk assessment and mitigation. ANSPs are required to submit safety assessments of any changes to PSR, SSR or other surveillance systems, to their relevant ATS Regional Office. Such changes include upgrades, replacements, new installations and removal or partial reduction of surveillance systems of either a permanent or temporary nature.
3.2  The introduction or removal of Surveillance Data feeds sourced from outside the unit is also covered by these requirements, e.g. the use of Onward Routed Radar Data.
3.3  Such safety assessments need to include the adequacy of the surveillance systems for the particular operational requirements and operational environment. Furthermore, any assessments, for completeness, need to include compliance with any prescriptive requirements, as referred to in this Section of CAP 670.
3.4  ANSPs should also be aware that any changes to surveillance facilities may need to be submitted to the Directorate of Airspace Policy in case there is any wider regulatory issue that needs to be addressed.
3.5  Various EU Level Requirements e.g. European Commission Implementing Rules, Eurocontrol Surveillance Standard, Surveillance Performance and Interoperability Implementing Rule (SPI IR) and Plans need to be considered in respect of surveillance services and systems.  Examples currently include:
