Replay of ATS Surveillance Data
Part 1 Preliminary Material
1  Introduction
1.1  The ability to replay recordings of ATS surveillance data is a vital aid to post accident or post incident investigation and to provide location data in the event of search and rescue operations.
1.2  Replayed data can also be used to evaluate and maintain the performance of surveillance systems used to aid the provision of an air traffic service.
2  Scope
2.1  This document applies to surveillance data obtained from either en-route or airfield sensors (including approach and surface movement sensors) by radar or other surveillance techniques such as Automatic Dependant Surveillance (ADS) or multi lateration and wherever such data is used as an aid to air traffic services.
NOTE:  The ICAO Standard for "Automatic recording of surveillance data", set out in paragraph 6.4.1 of Chapter 6 in Annex 11 "Air Traffic Services" (Thirteenth Edition, Amendment 43), requires the automatic recording of "surveillance data from primary and secondary radar equipment or other systems (e.g. ADS-B, ADS-C) used as an aid to air traffic services".
3  Planning for Progress toward full Compliance by 1 January 2012
3.1  By 1 October 2010 all ATS Units which currently obtain surveillance data from a third party provider and use this data as an aid to air traffic services at that ATS Unit, shall provide a statement of their arrangements for the recording, retention and subsequent replay of this data to the ATS Engineering Inspector at the appropriate CAA Regional Office.
3.2  By 1 January 2011 all ATS Units which use surveillance data as an aid to air traffic services, shall endeavour to have installed and to be operating systems or equipment which is capable of recording and retaining surveillance data, used as an aid to air traffic services, either by screen shots (ATG) or through the wall (TTW).
3.3  By 1 April 2011 all ATS Units which use surveillance data as an aid to air traffic services, shall additionally endeavour to have the ability to provide a time synchronised replay of voice and surveillance data used as an aid to air traffic services at that ATS Unit.
3.4  By 1 January 2012 all ATS Units which use surveillance data as an aid to air traffic services, are required to have in place surveillance data recording systems for both screen shots (ATG) and, where possible, surveillance data obtained through the wall (TTW).
3.5  By 1 January 2012 all ATS Units which use surveillance data as an aid to air traffic services, are also required to have the ability to provide a time synchronised replay of voice and surveillance data for all recordings made by that ATS Unit and, if still appropriate, the continued recording, retention and subsequent replay of data obtained from third party providers of surveillance data whenever this is used as an aid to air traffic services at that ATS Unit.
Part 2 General Requirements
4  Safety Objective
To provide data for use in accident and incident investigations either by the Air Accidents Investigation Branch (AAIB) or CAA, and to support search and rescue, air traffic control and surveillance systems evaluation and training (1716).
5  Minimum Performance Specification
5.1  All surveillance data used by an Air Navigation Service Provider (ANSP) for the purposes of providing an air traffic service shall be automatically recorded and retained by the surveillance data recording system, for future replay if required (see paragraph 12.2).
5.2  Surveillance data used as an aid to air traffic services, shall normally be recorded at two points in the path between the surveillance sensor(s) and the display system.
5.3  Surveillance data provided to, or obtained by, an ATS Unit for the purposes of providing an Air Traffic Service shall be recorded "through the wall", i.e. data obtained from remote or on site sensors or networks, and from a connection (or "tap") as close to each operational display in the form of "screen shots" with the only exceptions being those described in Section 9 of this document.
