the IRP with confirmation of which barriers failed.
So far SAFLEARN has mainly focused on en-route
and terminal manoeuvring area (TMA) concepts, but
there is now an ongoing attempt to increase its scope
in order to focus on future airport concepts including
issues related to ground safety as well as to future
integrated tower displays.
New STAR shines a path for SESAR ConOps
The EC’s future research strategy is largely driven
by the SESAR programme and will continue to build
on developing the understanding of how to optimise
safety in ATM. In particular, a major safety and human
factors assurance effort at the Agency’s R&D centre
will support the early validation of the SESAR concept
of operations (ConOps).
EUROCONTROL has started developing a tool to
establish a safety target achievement roadmap
(STAR), which is intended to be used to optimise the
SESAR concept of operations (ConOps) implementation
strategy. The roadmap would be generated
from the IRP and would minimise the risks involved
in the transition from the current environment to the
future ConOps.
The goal is to illustrate how the future ConOps can be
integrated within the constraints of the overall safety
targets. Detailed safety assessment of the individual
ATM systems will still be necessary to demonstrate that
they will actually achieve the performance assumed by
IRP/STAR.
Safety culture
A safety culture measurement approach was
validated with the help of four air navigation
service providers. This has resulted in a clearer
understanding of where they are performing well
and where improvements are required. The work
covers organisational commitment to safety at all
levels, and a tailored version of the tool has also
been adopted by the EEC to enhance its own safety
culture. Further ANSPs will be surveyed using the
tool in 2008, once it has gone through a final evaluation
process.

A better cockpit traffic situation picture on its way
The provision of a real-time traffic situation picture came
a step closer in 2007, following the completion of the
airborne traffic situational awareness (CRISTAL-ATSAW)
project. EUROCONTROL worked with Airbus, DSNA and
Sofréa on the scheme to provide aircrew with clear and
simple information about the surrounding traffic, in the air
and on the ground. The improved safety levels delivered
by CRISTAL-ATSAW will not only lead to more efficient
aircraft operations, but also expand capacity. ATSAW is
expected to be used in the CRISTAL ITP project, which
was launched by EUROCONTROL, Airbus, NATS and
Isavia in 2007 to validate innovative climb and descent
profiles over the Atlantic.
Training for safety
The Institute of Air Navigation Services delivered 65
safety courses to more than 1,100 participants, a 40%
increase over the previous year. This represented nearly
25% of all ATM training participants over the year. These
training packages have supported civil and military ATM
communities throughout Europe with the implementation
of EUROCONTROL safety regulatory requirements
(ESARRs) and their corresponding EC regulations.
Bringing together safety management and safety regulatory
personnel from across Europe also provided further
opportunities for them to learn from each other by sharing
experiences on safety matters. In this way, the development
of a safety culture within their organisations was
advanced and an acceptably high safety performance
was reinforced.
The Institute initiated a review of safety regulatory and
safety management training programmes during 2007,
and new packages consisting of examined courses within
a structured format were proposed.

In the course of 2007, EUROCONTROL successfully
introduced the following new safety courses:
n Safety Case provides guidance for planning,
creating and maintaining an ATM Safety Case.
It is a means of compliance with ESARR 4 and
is based on the EUROCONTROL safety case
development manual and safety assessment
methodology.
n Safety Assessment ATM Procedures (SAFSAAP)
provides ATM staff with tools and techniques
for conducting and validating an ATM
procedure safety assessment and allocating
an appropriate procedure assurance level.
In addition, the following two courses were under
development and pilot courses were run for both
of them:
n ATM Software Assessment. This course provides
guidance for managing ATM system
