process has progressed well.
Version 2 was completed in 2007, further establishing a
formal, objective and thorough process for validating
operating concepts through a “case-based” approach.
A proposal for a SESAR Safety Management Plan is now
approaching initial release, which is fully consistent with
the findings of the Episode-3 safety plan. The formal
acceptance of such a plan will be of the highest importance
for SESAR development and implementation work.
Conclusion
Much has been achieved by European States to improve
ATM safety. However, in an industry where risk has to
be managed daily and there is an ever-increasing level
of traffic, with new technology and new procedures, it is
incumbent on everyone involved to maintain the highest
level of safety possible. EUROCONTROL, the European
Organisation for the Safety of Air Navigation, will remain
passionate about safety.

Air traffic in Europe rose by 5.3% in 2007, and for the
first time ever more than 10 million flights were recorded
by EUROCONTROL’s Central Flow Management Unit
(CFMU). A daily record of 33,506 flights was broken
on 31 August, and the previous daily record of 31,914
flights, achieved on 15 September 2006, was exceeded
no less than 36 times. More than 33,000 flights per day
were handled on four occasions over the year.
Traffic growth
The milestone figure of 10,101,797 flights handled
in 2007 was confirmation that air traffic continues to
expand in Europe. This culminated in an average daily
traffic figure of 27,676 flights across Europe.
Analysis of 2007 air traffic indicates that growth varies
across Europe. The highest increases were experienced
in the Baltic and in central/south-eastern Europe,
especially in some of the Balkan States, where growth
rates approaching 20% were recorded, driven by a more
direct and cheaper route structure.
The level of air traffic growth confirms EUROCONTROL’s
future trend forecasts and reinforces the Agency’s
resolve to meet the capacity challenge by continuing to
work towards the en-route pan-European ATFM delay
target of 1 minute per flight.

ATFM delay trend
The air traffic flow management (ATFM) delay is the
departure delay assigned by the CFMU and defined as
the duration between the last take-off time requested for
a flight and the take-off slot allocated by the CFMU.
Over the whole year, the average ATFM delay per flight was
2.1 minutes, of which 1.2 minutes were attributable to enroute
delay and 0.9 minutes to airport delay. This en-route
delay of 1.2 minutes is to be compared to 1.1 minutes in
2006, for an annual traffic growth increase of 5.3%.
The portion of daily delays attributable to en-route-related
causes increased by 20% in 2007. Weather and ATC
staffing were the main reasons for this increase.
