rise and efforts to increase security and efficiency bore
fruit, as did the Agency’s continued work to reduce
aviation’s impact on the environment through the introduction
of more direct and therefore greener routes.
A major milestone was recorded in 2007, when
EUROCONTROL received approval from the Member
States to become a founder member of the SESAR
Joint Undertaking, the body that will manage the
move from the definition to the development phase
of SESAR. Further Single European Sky-related activity
included the delivery of final reports on eight activities
on schedule. Progress was made on seven
other SES mandate activities during 2007 and three
EUROCONTROL specifications were produced for the
programme. The Agency also continued to support
the European Commission in the transposition of the
six EUROCONTROL Safety Regulatory Requirements
(ESARRs) during the course of the year.
The performance of the European
air traffic management system
Article 1.1 of EUROCONTROL’s Revised Convention
commits the Signatories to the establishment of
specific performance targets, based on proposals from
the independent Performance Review Commission
(PRC). The year 2007 marks the first year when targets
were adopted for safety, flight efficiency and associated
environmental impact as well as cost-effectiveness. An
annual assessment of air traffic management in Europe
(the Performance Review Report) is published each year.
Safety
As traffic levels continue to rise, the Agency plays a crucial
role in further improving minimum safety levels throughout
Europe. Its key tool in achieving this, the European ATM
Safety Programme (ESP), had successfully completed
around 33% of the programme by the end of the year.
Moreover, a survey conducted at the end of 2007
showed that the average maturity levels for air navigation
service providers (ANSPs) and regulators were 76% and
70% respectively. Significantly, some 30 ANSPs and 25
regulators had reached or exceeded the minimum safety
maturity level of 70% at year end. However, there still
remains some work for a minority of ANSPs and regulators
to do in order for them to ensure that they meet
the target set for the end of 2008. EUROCONTROL will
continue to provide additional support and guidance to
these States to help them reach the required levels.

The Maastricht Upper Airspace Control Centre
(MUAC) recorded a fourth successive year in which
no serious (Category-A) incidents took place.
Furthermore, the number of (Category-B) incidents
decreased from eight in 2006 to three in 2007.
Capacity
The en-route pan-European air traffic flow management
(ATFM) delay target of 1 minute’s delay
per flight was not met in 2007. However, this has
to be seen in the context of traffic growing at a
rate of 5.3% over 2006, exceeding the high traffic
forecast scenario. The 2007 overall average enroute
delay per flight for the summer period was
1.6 minutes. In spite of a 5.1% traffic increase,
MUAC recorded a delay per flight of 0.63 minutes.
Efficiency
As the call for a performance-driven European
ATM network becomes stronger, the Agency is
participating in a number of activities to achieve
this goal. EUROCONTROL has fully supported the
Provisional Council’s adoption of the Performance
Review Commission’s recommendation for a
system efficiency target based on the real enroute
cost per kilometre flown, with the intention of
securing a real unit cost reduction of 3% per year
until 2010. Interim data suggests that real en-route
unit costs will realise a cumulative decrease of 15%
(or 2.6% per annum) between 2005 and 2011.
Major cost efficiencies are due to come from
network defragmentation efforts. With this in mind,
the Agency has worked, through the Maastricht
UAC, on the FAB-EC Functional Airspace Block
feasibility study and has also initiated a forum
for the inter-FAB common exchange of information
and coordination. Overall, EUROCONTROL
provides specific expert support and coordination
at European level to the following FAB initiatives:
SEE FABA, FAB Central Europe, FAB Europe
Central, NUAC and Danube.
Efficiencies were achieved once again in the Agency’s
route charge processing system, with an 11% decrease
in the cost per service unit billed over the previous year,
and an increase in the medium-term recovery rate to
