has contributed to a significant reduction in gaseous emissions
and in airlines’ fuel bills. Maastricht UAC worked
with its partners throughout 2007 on the FAB EC feasibility
study for the Functional Airspace Block Europe Central,
which will be a major contribution to the development of
more efficient routes.
SOPHOS
A web-based portal, SOPHOS, will provide environmental
practitioners with a one-stop shop offering guidance and
practical support to airport operational stakeholders when
undertaking environmental initiatives and when responding
to environmental pressures and proposed regulation.
SOPHOS was beta-tested throughout 2007 by airport
operators and, with stakeholder approval secured, it will be
developed further between 2008 and 2011.
Environmental training
Development of specific environmental training to assist the
air navigation service providers and other stakeholders with
their environmental management started in late summer
2007, following stakeholder consultation. The Institute for
Air Navigation Services and the Environment Domain have
jointly commissioned the development of a one-week classroom-
based training course designed to assist ATM personnel
who may be called upon to carry out environmental roles
in their organisations. It will provide the participants with a
toolbox of environmental considerations and mitigation options.
Initial delivery to the public will be in September 2008.
Continuous-Descent Approaches
(CDAs)
CDAs have been integrated into the European Convergence
and Implementation Plan. EUROCONTROL established a
cross-Agency team of airspace, navigation, airport, environmental
and ATC systems experts to work with stakeholders
to develop pan-European CDA implementation guidance
information. This was published in 2007. Flight trials carried
out in support of developing the guidance information demonstrated
that, along the CDA segment of the approach,
noise reductions of up to 40% can be achieved, along with
fuel savings of between 100-200 kg per flight.

deliver route network efficiency, fuel burn and greenhouse
gas emissions indicators. Data sets were
supplied to Member States, airspace users and the
European Commission to support the negotiations
concerning the draft legislation aimed at bringing
aviation’s CO2 emissions into the existing EU Emissions
Trading Scheme. Requests from the International
Energy Agency and the European Environment Agency
for domestic and international aviation emissions
inventories for their respective member states were
successfully met, as was the request from a major air
navigation service provider to benchmark CO2 emissions
in the airspace under its control.

Experimental Centre
The toolset developed by the EEC to carry out assessments
of the environmental impact of ATM projects is
reaching maturity. The Advanced Emissions Model (AEM)
will be the backbone of the Agency’s fuel burn and emissions
analyses in the future, building on assessments on
key programmes such as RVSM and 8.33kHz expansion.
AEM is currently undergoing peer review within ICAO
and is expected to be endorsed during 2008 as one of
the approved means of carrying out fuel and emissions
assessments. The development phase of the Airport
Local Air Quality Studies (ALAQS) methodology and
model was completed. This has supported ICAO’s work
to develop guidance material on this subject, based on
its use by a number of European airports. ALAQS is also
undergoing peer review in ICAO.
The Advanced Emissions Model relies on the database
of aircraft performance (BADA) data to estimate engine
fuel flow. BADA is now widely used across the aviation
industry. For example, the United States Federal Aviation
Administration (FAA) makes use of the database when
carrying out some of its own environmental assessments.
Feedback from such users helps to improve the overall
usefulness and accuracy of the database, which is
increasingly becoming a reference for the global aviation
community.
Turning to noise, the EEC has, with FAA support,
continued to maintain the Aircraft Noise and Performance
database, which contains the data necessary to conduct
aircraft noise contour analyses around airports when
following the revised ECAC guidelines as set out in the
new edition of its Document 29 on that subject. The
Agency has committed itself to providing this database
for a total of five years in support of ICAO’s own work to
