Enhancing European ATM network capacity
Measures taken in 2007 led to increases in the European
network capacity of an estimated 3.4% for the summer
period and 4.0% for the whole year. This takes into
account all significant events, such as system failures,
adverse weather, industrial action and the opening of
new ATC centres.
DMEAN
The Agency continued to address network cooperative
planning issues at operational level via the Dynamic
Management of the European Airspace Network
(DMEAN) programme. DMEAN is EUROCONTROL’s key
short-term progamme to increase ATM network capacity
by 10% up to 2010, on top of gains that will be achieved
through local ANSPs’ own efforts.
Increased support was given to network airspace and
capacity planning to help synchronise the introduction of
improvements. In particular, airspace management (ASM)

process implementation was coordinated and linked with
other activities designed to increase air traffic flow and
capacity management (ATFCM) efficiency. Advantage
was taken of all of the Agency’s resources at local and
network levels to improve flow and capacity actions with
specific work focused on those airports and TMAs most
in need of support. Better ways of managing adverse
weather conditions were also investigated.
Enhanced airspace structure
No less than 121 packages of short-term ATS route
network and sectorisation improvement proposals were
developed and implemented for summer 2007 operations
under the coordination of the EUROCONTROL
Route Network Development Sub-Group (RNDSG).
These packages of proposals covered several hundred
route network and sectorisation improvements ranging
from minor ATS route alignments and route designator
changes, to large-scale reorganisation of congested
airspace. New sectors were created and sector
configurations optimised. However, a shortage of qualified
air traffic controllers in a number of area control
centres (ACCs) meant that some optimum configurations
could not be opened.
Capacity gains will be one of the key benefits of improved
route network, terminal manoeuvring area
(TMA), airspace design and management, and when the
DMEAN operational concept is fully implemented, the
overall capacity gains brought by these initiatives will be
in the order of 18-20% over a period of five years. This
impressive increase is the result of a balanced approach
to capacity and flight efficiency and naturally includes the
need to maintain an organised system of traffic flows.
Improvements to the Network Operations Plan
One of the visible results of the DMEAN progamme is
the publication of the Network Operations Plan (NOP).
The Summer 2007 NOP, covering the period 1 May to
30 October 2007, was released on 13 April, earlier than
in 2006. This year, some sections received extended
contri-butions such as airport plans and military airspace
requirements. The general ATFM measures and tools
section was updated, in particular with new web training
packages, ASM/ATFCM trial developments and operational
improvements.
In addition, the navigation of the NOP edition on the web
was improved and simplified. In 2007, a more dynamic
rolling NOP, called the ‘NOP Portal’, was further defined.
Emphasis is currently being placed on building better
communication channels with all the NOP participating
airports. The aim is to establish contacts with both air
navigation service providers and airport authorities, both
necessary sources of NOP-related information.
Improving flight planning
EUROCONTROL’s Central Flow Management Unit
(CFMU) improved the filed flight plan (FPL) processing
procedures, which take place prior to ATC clearance.
