perspective level and concentrated on identifying and
testing operational procedures to be established in the
pre-tactical and tactical phases, with the overall objective
of improving both capacity and the flexible use of
airspace.
The trials successfully demonstrated that the proposed
procedures could be used operationally, albeit with the
introduction of support tools. Live tests have now been
scheduled to demonstrate the benefits and to engender
confidence in the procedures.

Providing extra capacity from
regional ATC provision
EUROCONTROL’s Upper Area Control Centre
hits the 1.5 million mark
During 2007, Maastricht UAC controlled a total number
of 1,540,708 flights, passing the 1.5 million mark
for the first time in its history on 19 December 2007.
With some 75,000 additional flights, annual traffic
was up 5.1% compared with 2006. Maastricht UAC
achieved a new daily traffic record, on 14 September
2007, with 4,955 flights processed safely, a 3%
increase on the previous year’s busiest day. The average
traffic volume, during the summer season (May-
October), amounted to 4,530 flights per day. This
increase in traffic is due mainly to organic growth
of the industry, in particular low-cost airlines and
business aviation.
In spite of higher delays in the summer period caused
by adverse weather conditions and staffing problems
relating to roster changes, punctuality remained at
good levels with an average of 96% of flights on time
over the year. The average en-route delay was 0.63
minutes (or 38 seconds) per flight. This was just above
the 0.5 minute target, but nevertheless compares well
with the average en-route air traffic flow management
delay per flight in Europe in 2007.
During 2007, thorough preparations were made for
the implementation of the new flight data processing
system, which is due to be introduced at the end
of 2008. This system will provide a leading-edge
technology base for an effective trans-national
functional airspace block (FAB) as part of the Single
European Sky.
The feasibility study on the creation of the Functional
Airspace Block Europe Central (FAB EC) progressed
well during 2007. FAB EC will cover the airspace
of Belgium, France, Germany, Luxembourg, the
Netherlands and Switzerland and lay the groundwork
for future safety, efficiency and sustainable
developments.
Building capacity through training
2007 was yet another record year for ATM training. Some
240 courses were delivered to approximately 4,000
people across the five main training domains, namely
air traffic control, aeronautical information management,
the environment, ATM human resources, and safety.
Another 1,000 students were trained by Agency partners.
According to the 2006 customer survey, which was published
in 2007, satisfaction levels continued to rise. Also
in 2007, EUROCONTROL’s Luxembourg-based Institute
of Air Navigation Services continued to complement its
classroom capacity by providing e-learning training to
the Agency’s stakeholders. Impressively, these remotelearning
modules accounted for a total of 24,000 hours of
study by stakeholders’ students from all over Europe.

For the fifth consecutive
year, traffic continued to
grow at rates in excess
of 5% a year. Between
2000 and 2007, overall
traffic grew by over 30%,
and delays went down
by close to 50%. In the
same period, the total
economic cost per flighthour
controlled
decreased by 37%.
The future
The anticipated air traffic growth of 4% per year will put
an intolerable strain on the existing ATM infrastructure,
particularly after completion of the DMEAN programme
due in 2010. The Single European Sky ATM Research
(SESAR) programme is a reponse to this, and more
specifically acceptance that a fundamental rethink is required
across the European ATM Network.
SESAR
A significant step forward in relation to the SESAR
programme was the approval by EUROCONTROL of
the SESAR ATM Target Concept in September 2007.
