EUROCONTROL has therefore prepared a policy paper
setting out guidelines to be applied to GNSS as part of
the SESAR implementation phase.
A new Member State
On 1 July 2007, EUROCONTROL welcomed the
Republic of Montenegro as the 38th EUROCONTROL
Member State, maintaining momentum towards its
goal of signing up all the members of the European Civil
Aviation Conference (ECAC). Furthermore, by the end
of 2007, 35 of the 38 Member States had ratified the
Revised Convention and 25 States had ratified the EC
Accession Protocol.
Performance-driven ATM
During 2007, a fundamental step was taken towards the
development of a performance-driven system when the
Provisional Council formally adopted performance targets
for safety, capacity, delays and cost-efficiency.
It confirmed four key targets for European air traffic
management: namely a minimum of 70% safety maturity
levels for air navigation service providers and State
regulators by the end of 2008, one minute per flight
of en-route air traffic delay over the next five years, a
reduction in the distance flown by each aircraft of 2 km
per year, equivalent to removing 24,000 flights from the
European system, and a cost-effectiveness target that
will see the real unit cost per kilometre reduced by 3%
a year over the next five years.
The Council also adopted a target of 220 million km
between 2007 and 2010 for the reduction of the
number of ‘unnecessary’ miles flown by aircraft in
order to save as much as €1 billion and reduce CO2
emissions by 2.3 million tonnes.
This was the first time that any continent had agreed a
set of such challenging targets – and it is a fundamental
step towards the development of a Single European
Sky. EUROCONTROL as an Organisation is committed
to working to achieve these targets together with its
stakeholders and is helping to drive performance
setting on an international level in particular in the
context of the International Civil Aviation Organization
(ICAO).
Conclusion
Having taken up my responsibilities as President of
the Provisional Council in January 2007, I feel that
I must extend both my thanks and congratulations
to my predecessor David McMillan, who took on
the role of Director General of EUROCONTROL on
1 January 2008. I would also like to thank my fellow
Council Members as well as the staff andmanagement
of EUROCONTROL for their warm welcome
and support during my first year as President of the
Council. I look forward to another year of progress,
and I confidently believe that the work we have
achieved in 2007 will go a long way towards
ensuring success in 2008.

Having served as President of EUROCONTROL’s
Provisional Council from 2005 to 2006, prior to taking
up the post of Director General in January 2008, I am
acutely aware of the extremely hard work carried out
by my predecessor, Víctor Aguado. He led the Agency
through a period marked by a continued steady growth
in air traffic, major internal restructuring and the
successful launch of the hugely important Single
European Sky ATM Research (SESAR) programme.
Víctor Aguado’s diligence laid the foundations for the
changes I wish to implement. The new internal structure,
focusing on four main pillars of activity, together
with the improved governance and consultation
process, will allow me to take the Agency to the next
stage in its development, now made necessary by
continuing changes in the European ATM environment.
Since the European Commission (EC) started the
process of becoming a member of EUROCONTROL
back in 2002, much has changed. The additional
powers that have been bestowed on the EC since that
time mean that the Agency must continue its process
of modernisation to reflect these new realities. Our
institutional arrangements are therefore being reviewed
with a view to mastering a new way of working which
will secure greater involvement from all our stakeholders
and create a more transparent, partnership-driven
decision-making process.
The need to align EUROCONTROL and EC methods is
a fundamental priority, which has already begun through
our involvement in the Single European Sky and its
ATM Research programme, SESAR. Only by working
more closely with our stakeholders can we ensure that
Europe’s new ATM system is designed and implemented
in the most effective way, without duplicated effort
and the associated inefficient use of funds. By doing
this, we will be able to take the next steps towards a
