Weighted national unit rate
The average weighted national unit rate for the
Member States (calculated by dividing the sum of
the costs chargeable to users by the sum of chargeable
service units) increased from €55.84 to €56.14
in 2007. The 2008 estimate is €56.03.
Other services
Bilateral agreement relating to the billing and
collection of terminal charges
EUROCONTROL operates bilateral agreements
relating to terminal charges with Croatia, Denmark,
France (billing only), Hungary, Ireland, Italy, Moldova,
and Slovenia. All EUROCONTROL Member States
can take advantage of the terminal charges billing
and collection services, and the Agency is happy to
announce that two new bilateral agreements with

LVNL (Netherlands) and with Oro Navigacija (Lithuania)
entered into force on 1 January 2008.
Costs for billing and collecting terminal charges are
very low, since the same data is used for both en-route
and terminal charges. Moreover, claims submitted by
users in relation to both types of charge are processed
in a single operation. The total amount of terminal
charges billed in 2007 was €323.7 million (including
France), corresponding to 2.3 million flights.
Bilateral agreements relating to
air navigation charges
EUROCONTROL operated bilateral agreements relating
to air navigation charges with five EUROCONTROL non-
Member States, namely Belarus, Egypt, Latvia, Morocco
and Uzbekistan, and two EUROCONTROL Members
States, Lithuania and Ukraine. Air navigation charges
comprise route charges, and – optionally – terminal
charges. In 2007, terminal charges were billed on behalf
of Belarus, Egypt, Lithuania and Ukraine. The States
concerned fund all resources required for operating these
bilateral agreements, without any financial contribution
from the EUROCONTROL Member States.
In 2007, the CRCO billed air navigation charges in USD
on behalf of Ukraine and Uzbekistan. All other charges
were billed in euros. The total amount of air navigation
charges billed in 2007 was €322.7 million, corresponding
to 1.24 million flights.
Shanwick communications charges
EUROCONTROL bills and collects Shanwick communications
charges in respect of flights performed in the
Shanwick Oceanic Region on behalf of the Irish Aviation
Authority (IAA). In 2007, the total amount of charges billed
amounted to €16.1 million (excluding VAT), corresponding
to 411,000 flights.

Efficient ATC service provision
Maastricht Upper Area Control Centre
Delivering a first-class service at the lowest possible cost
is the Maastricht UAC’s primary objective. Since 2000, the
total economic cost per flight-hour controlled decreased
by 37%, while traffic grew by over 30%. Despite stable air
navigation service provision costs for larger volumes of air
traffic, the total economic cost per flight-hour in 2007 increased
by 15% from €255 in 2006 to €294 in 2007. This
increase was mainly due to capacity constraints experienced
during the summer period. Nevertheless, according
to European ATM cost-effectiveness benchmarking
reports, Maastricht UAC features among the most efficient
air navigation service providers in Europe.
In 2007, the Maastricht UAC met the Provisional
Council’s long-term notional target to reduce the cost
per kilometre controlled by 3% on average per year.
Since 2003, the UAC has managed to reduce the
cost per kilometre controlled by 21% as a result of
enhancing cost-awareness at all levels of the UAC’s
activities.
Training for efficiency
EUROCONTROL provides Member States with a
cost-effective portfolio of courses at its Luxembourg
