clarifications. The meeting received the information that these APs had
also been addressed by EUROCAE WG51/SG2 (VDL Mode 4 MOPS).
The meeting approved the Amendment Proposals. The amendment
proposals are attached as Appendix H.
5.4.1 The meeting was informed by the Secretary that with the inclusion of
these APs, the publication of the VDL Mode 4 Manual now can take place
in the first quarter of 2004.
5.4.2 WP#14 described a possible implementation incompatibility due to
inadequate description of requirements on interoperability issues for VDL
Mode 4 was introduced to the meeting. The paper proposed to add a
paragraph to chapter 1.3.2.4 of the VDL Mode 4 Manual (Part II, Detailed
Technical Specifications). During the meeting an Amendment Proposal
was developed to address this issue, which is contained in Appendix I to
this report. The meeting agreed that this AP should be processed by the
Fast Track procedure, used for a timely inclusion of this Amendment
Proposal in the soon to be published VDL Mode 4 Manual, defined in the
“Work Programme for ACP WG-M” (see Section 3.1.3 of Appendix F to
the Report of WG-M/7). Comments on this AP are requested before 15
January 2004.
5.5 It was noted that an already published Manual would not be republished in
an amended format for a period of some years after publication.
5.6 See Agenda Item #7 for the status of AMSS SARPs and guidance
material.
6. Integration of VDL Modes 2,3, and 4 on board aircraft
6.1 The meeting was introduced to WP #’s 7 and 8, which addressed the
reasons why Airbus does not intend to install VDL Mode-4 avionics onboard
their aircraft at this time.
6.1.1 The meeting determined that these papers did not contain new information
in addition to that already submitted to WG-M/7. Furthermore, some of
the information contained in these WP’s was inaccurate. The meeting
agreed that the issues raised could only be addressed again when the
originator of these papers submits further detailed technical information to
the Working Group. WG-M is nevertheless continuing to address co-site
interference issues based on technical information provided to the next
meetings.

6.2 Working papers #17, #18 and #19 were introduced by the LFV. WP #17
provided comments on WP #7, WP #18 provided information on current
installations of VDL Mode 4 equipment aboard aircraft, and that no reports
had been made with respect to interference problems on these aircraft.
WP #19 provided a description of the duration of an ADS-B transmission
in relation to a VHF voice transmission.
6.3 The meeting noted that WG-B has provided testing criteria including
protection requirements with regard to the use of VDLs in the VHF band.
with the view to develop frequency assignment planning criteria.
6.3.1 The meeting also noted that the on-board integration issues of the VDL
Modes should be considered on the basis of these testing criteria. If these
criteria are found to be inadequate, this should be reported back to WG-B
for appropriate action.
6.4 The meeting noted that all the VDL modes are expected to experience
implementation issues with regard to interference involving analog voice
and the use of a VDL. Although some VDL’s use different modulation
schemes, the meeting felt that it was inappropriate to single out a
particular VDL with regard to this topic.
6.5 A presentation of the results of the VDL Mode 4 Airborne Architecture
Study (VM4AAS) was given to the meeting (WP #22). The study was
commissioned by EUROCONTROL and carried out by Honeywell. WP
#22 is attached as Appendix J.
6.5.1 The VM4AAS investigated the feasibility of the airborne integration of VDL
Mode 4 for different types of aircraft (large, small and light as well as
forward fit and retrofit) and for different types of applications
(communications and/or surveillance). The deliverables of the study are
available in the EUROCONTROL web pages
(http://www.eurocontrol.int/vdl4/architecture.html) Deliverable D5 provided
a detailed summary of the different analysis performed and the
conclusions reached. In summary VM4AAS addressed two main areas:
the co-site interference and its impact and the airborne integration.
6.5.2 The study addressed DSB-AM, VDL Mode 2 and VDL Mode 4 co-site
interference and investigated the VDL Mode 4 airborne integration. In
terms of the co-site interference the principal conclusion of the study is
that co-site VHF interference between DSB-AM and VDLs or between
VDLs is unlikely to be further mitigated by technical means.
6.5.3 As a result of this conclusion the study proposes to investigate in detail the
