6.5.4 In terms of the VDL Mode 4 airborne integration the study proposes that a
new architecture using interconnected (new) multifunction half duplex VHF
transceivers with one transmitter and 4 receivers be investigated further,
in terms of safety and AEEC standards feasibility. The meeting did not
consider this proposal further.
6.5.5 The study deliverables provide additional detailed information on the
above subjects as well the assumptions used in the analysis. In addition
the study covers other subjects (such as cost and implementation
schedule considerations).
6.5.6 For more information, the study deliverables should be consulted.
6.6 A matrix identifying the various co-site interference issues was developed
and is attached in Appendix K. This is just a first draft, and is provided for
comments for the next WG-M meeting.
6.7 WP #20 provided information on the ongoing work in EUROCONTROL on
the assessment of the VDL Mode 2 airborne co-site impact. Once
completed, the results will be presented to WGM.
7. Development of AMSS Core SARPs and guidance material (Manual)
7.1 The meeting was introduced to the draft text for the separation of the
AMSS SARPs into core SARPs and a Manual (Guidance Material). (See
WP # 4). This text is included in Appendix L.
7.2 The meeting noted that there were some ambiguities in some definitions
used and detailed technical specifications would be discussed further in
the AMSS subgroup (see WP # 11). An amended version of WP #11 is
included in Appendix M.
7.3 There was a lengthy discussion during the meeting with regard to whether
the SARPs should contain “generic statements” or whether the SARPs
should contain detailed statements (i.e. values). The meeting further
debated the merits of taking this opportunity of amending AMSS SARPs to
introduce further changes. In this regard there was some concern by the
meeting to ensure that the new SARPs and Manuals could be flexible
enough to introduce under the same regulatory regime future satellite
systems in aviation.

7.4 The meeting was informed by the Secretary that the intention was to
restructure the current AMSS SARPs but not to change them. In this view,
certain minimum performance characteristics should remain in Annex 10.
7.5 The meeting noted that any changes to the SARPs would have to ensure
that the current Inmarsat and MTSAT systems would not be affected.
7.6 It was agreed by the meeting that the above topics would be further
addressed by the AMSS subgroup.
7.7 The meeting agreed that the new chapter for SARPS should refer to
“AMS(R)S” (see Action Item #1).
7.8 The meeting received information on ongoing work in ETSI on limits of
unwanted emissions from AES. See Appendix N. Work is in progress on
amending Table 4-3 Annex 10, Volume III, Part I. At AMCP/8 this subject
was reviewed and resubmitted to WG-M with the idea to secure protection
of the GLONASS System on-board an aircraft. Some information on the
work of ETSI and the approval process of it’s standards is contained in
Appendix O.
8. Climax operation on DSM-AM with 8.33 kHz channel spacing
8.1 The meeting was informed that a WP had been presented on this issue in
WG-C. The meeting noted that the WG-C paper stated that the UK had
been conducting tests on the climax operation on DSM-AM with 8.33 kHz
channel spacing and had not found any substantial difficulties with regard
to implementation issues thus far.
8.2 The meeting was advised that the results of the paper were not
considered mature at this time but that a future WG-M meeting would be
informed when the results were closer to completion.
9. 8.33 kHz channeling and radio-telephony issues
9.1 The meeting was introduced to the topic of 8.33 kHz channeling and radiotelephony
issues. WP #3 developed by the Airlines Electronic
Engineering Committee (AEEC) and shows the VHF channel labeling
scheme as contained in Annex 10, Vol V, Table 4-1bis. WP #9 addresses
a proposal for the amendment of the Regional Supplementary Procedures
for the EUR Region (Doc 7030/4).
9.2 The proposed amendment addresses changes in the radio telephony
phraseology when identifying the transmitting frequency (VHF only), and it

is suggested that a six digit scheme be used. The proposal as discussed
by the meeting was then included in a new Working Paper, WP#15.
9.3 The meeting agreed after some discussion that a global 6 digit channel
spacing scheme be used while permitting the use of 5 digits only in areas
