Enhanced communications from
Washington on not just aviation issues,
but also business issues like finance,
commerce, safety and the environment
will now be addressed.
Like your businesses, growth in the
organization provides the opportunity
to enhance existing programs and the
ability to develop new services. The
Association is using the addition of the
new AEA Washington Office to support
the development of new member
services as well as advance our international
regulatory representation.
One of my first initiatives is adding
a Technical Committee. The Federal
Agencies tend to move quickly on
issues of policy and, while they provide
the public with the opportunity
to comment, the time line is so short
that only through the use of a readily
accessible committee, can these policies
be evaluated in the “real world.”
This Technical Committee will also
provide me with the needed input
to keep the Association centered on
issues that impact your businesses.
The addition of the Washington
office provides the opportunity to
improve Association communications.
In the near future you will begin
receiving AEA Regulatory Updates
and AEA Legislative Updates electronically.
The Regulatory Update will keep
you abreast of rulemaking and policy
issues from the United States
Regulatory Agencies, with the primary
focus on the Federal Aviation
Administration (FAA). The Update
will also be used to communicate proposed
standards of the Joint Aviation
Authorities (JAA). The membership
will also receive Regulatory Updates
regarding issues generated by other
Regulatory Agencies that may affect
your business. The Occupational
Safety and Health Administration
(OSHA), the Environmental Protection
Agency (EPA), the Small Business
Administration (SBA) and other
Agencies, from time to time, develop
regulations that have a direct or indirect
impact on aviation businesses.
As resources become available, other
international issues will be included
in the future.
The Legislative Update will be sent
regarding congressional activities. As
the Congress develops and amends
laws that have an impact on aviation
businesses, the AEA Legislative
Update will be sent out. This communication
will provide the opportunity
to communicate with your elected
officials so that they don’t inadvertently
develop a law without the facts
and without your input that negatively
impacts your business.

T he Aircraft Electronics Association
has selected Richard Peri to establish
the AEA’s new Washington office.
Peri, as the Director of Government
Affairs, will be responsible for the
day-to-day management of the regulatory
and legislative issues of the
Association.
With over 30 years of aircraft maintenance
experience, Peri is experienced
in a wide range of aviation technical
issues including aircraft maintenance,
repair and alteration. His
broad background includes experience
in occupational health and safety and
environmental management issues
affecting aviation businesses and the
development and management of aviation
logistics programs for aircraft
maintenance, repair and alteration
organizations.
Peri joins the Association from
the National Air Transportation
Association (NATA) where he served
as the manager of technical services
representing the interests of NATA
member companies on a wide range
of aviation technical issues, including
aircraft maintenance, repair and alteration,
occupational health and safety,
environmental management, airport
fuel management and aviation ground
support equipment.
Author, educator and lecturer, Ric
brings a new era of communication to
the Association. His previous positions
include Adjunct faculty at the
University of Southern California
and Embry-Riddle Aeronautical
Univer-sity, technical advisor to the
Professional Aviation Maintenance
Association, and industrial systems
manager for the U. S. Coast Guard
Aviation Division. Peri is a graduate
of Embry-Riddle Aeronautical
University.
