NOTE 2: For dispatch with secondary airframe or engine parts missing, refer to the CONFIGURATION DEVIATION LIST (CDL) which is last section of the Airplane Flight Manual (see AFM CDL).
Suitable conditions and limitations in the form of placards, maintenance procedures, crew operating procedures and other restrictions as necessary are specified in the MEL to ensure that an acceptable level of safety is maintained.
2. CONTENTS OF MEL
The MEL contains only those items of airworthiness significance which may be inoperative prior to dispatch, provided limitations and appropriate procedures are observed. Equipment obviously basic to airplane airworthiness such as wings, rudders, flaps, engines, landing gear, etc. is not listed and must be operative for all flights. It is important to note that:
ALL ITEMS WHICH ARE RELATED TO THE AIRWORTHINESS OF THE AIRPLANE AND NOT INCLUDED ON THE LIST ARE AUTOMATICALLY REQUIRED TO BE OPERATIVE.
Equipment (obviously not required) for safe operation of the airplane such as galley equipment, passenger convenience items, etc. is not listed.

3. CRITERIA FOR DISPATCH
3.1 The captain only is authorized to determine that the flight in question can continue safely with inoperative equipment and may require equipment to be operating over and above that listed when, in his judgment, such is required for the conditions under which the flight is to be continued however, he shall never accept requirements below.
3.2 Before dispatching an airplane with multiple MEL items inoperative, it must be checked that any interface of interrelationship between inoperative items will not result in degradation in the level of safety and/or an undue increase in crew workload. It is particularly in this area of multiple discrepancies and especially discrepancies in related systems, that good judgment, based on the circumstances of the case including climatic and enroute conditions must be used.
3.3 In the event pilot in command and/or the respective maintenance staff have any doubt concerning the application of the MEL, contact UTAIR Maintenance Control Center (MCC) via onboard mobile phone or using any other communication.
Taking into account all relevant factors MCC with co-ordination with Engineering Department will then release a recommendation to the pilot in command.
3.4 In the event the MEL carried on-board the aircraft is missing, damaged or otherwise unusable contact Maintenance Control Center and advice of missing MEL.
3.5 Procedure for Non-Maintenance Stations.
Non-Maintenance Stations are defined as any station where UTAIR maintenance technicians are not assigned or on duty.
Upon an aircraft landing at a non - UTAIR Maintenance station with a reported discrepancy, Maintenance Control will review the discrepancy and determine if On-call Maintenance will be required.
