5  Programme of Training
5.1  The TRUCE plan should describe the programme of training to be undertaken by each air traffic controller before a unit endorsement is issued and during each 12-month period whilst the controller holds a unit endorsement.
5.2  Where support staff participate in training exercises, the plan should similarly detail the programme of training they will undertake.
5.3  ATS providers may choose to develop a core training programme appropriate for all staff at the unit, supplemented by training applicable to the ratings and endorsements held by each controller, or to specific operational positions or functions performed by staff. If all controllers hold ratings and rating and unit endorsements for all positions at the unit and perform similar functions, a single training programme applicable to all the ratings and functions at the unit may be more appropriate.

6  Conduct of Training
6.1  The manner in which TRUCE is conducted is determined by many factors and is largely at the discretion of the ATS provider, subject to approval by ATSD.
6.2  The use of simulators to provide practical experience of unusual traffic situations or aircraft emergencies is recommended, where this can be arranged, although it should be noted that other methods of training are also likely to be necessary if the objectives of the TRUCE scheme are to be achieved. ATS providers should determine the likely period of training that will be required to achieve the objectives of the scheme.
6.3  TRUCE exercises should be organised as team exercises wherever possible and include support staff, if appropriate. Knowledge of the resources available to controllers and of techniques for managing them efficiently, sometimes known as 'team resource management' (TRM), are often fundamental to satisfactory handling of an unusual circumstance or aircraft emergency. The potential contribution of other team members as a resource should not be overlooked.
6.4  Theoretical and non-practical training may be conducted by OJTIs, although other staff may be nominated if they are considered to be more suitable. The TRUCE plan should indicate the staff responsible for conducting training.
6.5  Training exercises are likely to vary in emphasis depending on the skills that the particular exercise is seeking to highlight. For example, emergency service call-out is principally a matter of carrying out a number of actions in a predetermined way. A training exercise addressing this activity might take the form of a drill which is repeated to ensure familiarity with these actions. Other exercises, however, will address controlling techniques and involve the playing out of example scenarios, in a simulator or during table-top discussions for example, and permitting the situation to develop.
6.6  Ideally TRUCE plans will include a variety of exercises from which a selection are undertaken by controllers prior to the issue of a unit endorsement. Records should clearly indicate which exercises have been completed. Where possible, future exercises should be selected to avoid repetition of the same or similar exercises to the exclusion of others and to ensure exposure to the broadest possible range of training scenarios.
6.7  In order for TRUCE to be of real value it is essential that feedback on the performance of those participating in the training exercise is provided by the trainer. TRUCE plans should include details of the system used to provide feedback to those taking part.

7  Persons Authorised to Assess TRUCE
Unit Examiners, Unit Competence Examiners (UCEs), or CAA Inspectors ATS are authorised to assess TRUCE exercises.

8  Assessment
8.1  Although the TRUCE plan may require support staff to undertake training, the assessment discussed in this section relates to air traffic controller licensing requirements and is applicable to holders of student air traffic controller and air traffic controller licences.
