8.2  Prior to the issue of a unit endorsement, controllers are required to satisfactorily complete the appropriate TRUCE and be assessed as competent to handle unusual circumstances and aircraft in emergency. Competence to handle unusual circumstances and aircraft emergencies is an element of overall competence to exercise the privileges of an air traffic controller licence and associated ratings. Competence in this element is assessed in the same way as overall competence. The TRUCE plan should indicate the assessment process used at the unit. Assessment is carried out by Unit Competence Examiners (UCEs). The assessment of a controller's performance in practical elements associated with handling unusual circumstances or aircraft emergencies may be conducted at the same time as a routine UCE check or, alternatively, during a dedicated TRUCE assessment period. Where specific performance indicators will be used in the assessment they should be detailed in the TRUCE plan.
8.3  A unit endorsement will not be issued unless the controller is assessed as competent to handle unusual circumstances and aircraft emergencies, in addition to other elements of overall competence.
8.4  Where applicable, ATSD will carry out practical and oral board style examinations and will also gather evidence from the unit's training records to confirm that training has been carried out in a suitable manner and in accordance with the unit's TRUCE plan.
8.5  Controller Assessed as Not Competent
8.5.1  A unit endorsement is not to be issued unless the controller is assessed as competent to handle unusual circumstances and aircraft emergencies.
8.5.2  The procedures to be followed if a controller is assessed as not competent to handle unusual circumstances and aircraft emergencies are to be detailed in the TRUCE plan. (See CAP 744, Part 3, paragraph 10.5.)

9  Counting of Items towards TRUCE
9.1  Controller participation in practice emergency exercises of the type required biennially at licensed aerodromes should be recorded. Provided they are described in the TRUCE plan, such exercises can at least in part be counted towards the TRUCE training required.
9.2  Similarly, time spent during controller de-briefing following an actual unusual event or aircraft emergency can be counted towards training described in the plan.
9.3  A maximum of 50% of the training required to be undertaken by a controller in any 12-month period may take the form of participation in emergency exercises and/or debriefing as described above. It should be noted, however, that heavy reliance on real emergencies and practice emergency exercises is unlikely to give the breadth of experience or feedback necessary to satisfy the scheme objectives.
10  SRATCOH and Controller Fatigue
10.1  Exercises that are carried out whilst simultaneously providing an air traffic control service from an operational position, e.g. RFFS turnout or practice drill to declare an emergency, should clearly count as operational duty. Time spent on simulator-based TRUCE exercises that are assessed have the potential to affect a controller's licence and are considered as operational duty for the purposes of SRATCOH.
10.2  Other TRUCE exercises, such as table-top discussions or oral board style assessments, do not readily fall within the categorisations of duty described in SRATCOH. Unit managers should endeavour to ensure that the periods between these activities and operational duty as defined in SRATCOH are adequate and that controllers are not fatigued when they next undertake an operational duty.
10.3  It should be remembered that the Air Navigation Order places a responsibility on each holder of an air traffic controller licence not to act as an air traffic controller whilst suffering from fatigue to the extent that it may endanger the safety of any aircraft to which the controller is providing a service.
