times and tracking requirements, particularly between successive
arrivals when different routes converge at common points for
instrument approaches.
4.4.7 Scheduled slot times are based on weather at or above published
alternate minima. When weather conditions are close to, or
forecast below, published alternate minima, some adjustment to
movement rates may be necessary.
4.4.8 ATIS broadcasts are available on frequencies designated in
ERSA. To minimise runway changes, when appropriate, the
preferred runway will be retained with up to 10KT downwind.
4.4.9 When a landing cannot be made due to weather or other
circumstances, pilots must fly the published missed approach and,
subject to traffic, transition to the published holding point to
attempt another approach or transition to the published departure
procedure and then proceed to their alternate aerodrome.
4.4.10 To avoid holding, pilots should adjust aircraft speed, if practicable,
to meet agreed slot times.
4.4.11 For international operations, holding should not be conducted in
published holding patterns associated with approaches at
aerodromes. Holding, if necessary, should be carried out in the en
route phase of flight.
4.4.12 Pilots of aircraft fitted with TCAS and transponder equipment must
select the equipment on at all times.
4.4.13 Below 10,000FT, aircraft must not be operated at speeds greater
than 250KT IAS.
4.4.14 In the event of inflight emergencies, pilots should declare the
appropriate emergency/urgency message and advise intentions
on the appropriate mandatory broadcast frequency. Departing
aircraft and other airborne aircraft should give priority to the aircraft
with the emergency.
4.5 Mandatory Broadcast Procedures (ATC Temporarily Not
Available)
4.5.1 When ATC is temporarily not available, mandatory broadcast
frequencies are used by pilots to provide advisory traffic
information to other aircraft and to arrange mutual segregation.
Mandatory broadcast frequencies will be notified by NOTAM.

4.5.2 When arriving or departing from an aerodrome where mandatory
broadcast procedures apply, pilots must monitor the appropriate
mandatory broadcast frequency. Broadcasts must be made as
follows:

4.5.3 Pilot discretion should be used in making other than the prescribed
calls to assist other traffic; eg, executing a missed approach, or
position in the circuit area, or leaving levels designated on TMA
routes.
4.6 UNICOM Services
4.6.1 During the period that normal air traffic services are not available,
a Unicom contingency service may be provided on the mandatory
broadcast frequency.
4.6.2 The primary function of mandatory broadcast frequencies is to
provide the means for pilots to exchange traffic information for
separation purposes. Unicom services are a secondary use of
these frequencies which should not be allowed to detract from the
provision of traffic information.

4.6.3 The use of information obtained from a Unicom is at the discretion
of the pilot in command.
5. TRAFFIC INFORMATION BROADCAST BY AIRCRAFT
(TIBA)
5.1 TIBA Procedures
5.1.1 TIBA procedures are intended to permit reports and relevant
supplementary information of an advisory nature to be transmitted
by pilots for the information of pilots of other aircraft in the vicinity.
5.2 Frequency
5.2.1 Aircraft must maintain a listening watch on the appropriate TIBA
frequency (128.95MHZ, at or above FL200; 126.35MHZ below
FL200). Where VHF is used for air-ground communications with
ATS and an aircraft has two serviceable VHF sets, one must be
