2. PASSENGER MOVEMENT CHARGE
2.1 Passenger Movement Charge (PMC), AUD$38, is levied on
passengers embarking for destinations abroad as a cost recovery
measure for Customs, Immigration and Quarantine processing. It
is to be collected by scheduled airlines at the time of ticket sale and
remitted to the Australian Customs Service on a regular basis.
These airlines are required to enter into an “Arrangement” to
collect the charge. In the case of itinerant aircraft, officers from
Australian Customs will collect the charge and issue a receipt at
time of departure clearance.
2.2 Remit by cheque (in $AU) to Australian Customs Service at time of
departure or send to Chief Inspector PMC Unit, Australian
Customs Service, PO Box 2809AA, Melbourne VIC 3001.
Payment by cheque is due within within 28 days of departure from
Australia.
2.3 A report is required at the time of payment listing the flight number
(or date and time of flight departure), the number of passengers
and exemptions aboard, and the total amount of PMC remitted.
2.4 Exemptions from the PMC include:
a. children under 12 years of age at the date of departure;
b. crew of aircraft and vessels (operational and positioning);
c. transit (air only) passengers who do not undergo Customs and
Immigration processing;
d. emergency passengers who land in Australia for reasons
beyond the person’s control; eg, illness, mechanical failure or
other emergency;
e. diplomatic and consular representatives of a country other
than Australia, their families, staff and their families;
f. traditional inhabitants of Torres strait Islands or Papua and
New Guinea travelling in connection with the performance of
traditional activities in the Torres strait and adjacent territory;
g. a member of a foreign defence force departing on a military
aircraft or a military ship, including spouse and/or child of that
defence force member;
h. passengers on single journeys who depart Australia more
than once are only liable to pay PMC once;
i. passengers departing Australia to an installation in Area A of
the Zone of Cooperation under the Timor Gap Treaty for the

purpose of prospecting for petroleum or undertaking petroleum
operations;
j. travel to Norfolk Island unless the passenger intends to depart
from there for an overseas destination within three months of
arrival;
k. travel to an Indian Ocean Territory (Christmas and Cocos
[Keeling] Islands) unless the passenger intends to depart from
there for an overseas destination;
l. when travel between the Australian mainland and/or an
Indian Ocean Territory and/or Norfolk Island can only be
reasonably accomplished by first departing for another
country, provided the stay in the other country does not exceed
seven (7) days.
2.5 Passengers who have paid the PMC at the time of ticket sale are
required to have a record of payment on the ticket.
2.6 The collection and remittance of PMC will be a condition on which
charters will be approved.

GEN 4.2 AIR NAVIGATION SERVICES CHARGES
1. AIRCRAFT CHARGES
1.1 Airservices Australia is responsible for the provision of airways
facilities and services in Australia. The provision of airways
facilities and services is managed on a commercial basis and
Airservices levies flight-based charges to recover the cost
associated with these facilities and services from aircraft
operators.
1.2 The Department of Transport and Regional Services (DOTARS) is
responsible for the recovery of the cost of noise amelioration
