For the past nine years,
EUR0C0NTR0L has pub
lished a yearbook as part
of a strategy to share our vision and progress with all our stake¬holders. In keeping with the tradition of previous issues, we have partnered with key organisations to give them
an opportunity to voice their concerns and highlight their successes. This year, our partners are the European Business Aviation Association (EBAA) and the
International Aircraft 0wners and Pilots Association (IA0PA).
The General Aviation (GA) and Busi¬ness Aviation (BA) sectors are important parts of the entire aviation community in Europe, not just in terms of numbers, but also in the contribution they make to the overall wealth generation of our European region. Two examples of this are that the GA community supplies many of the pilots to the commercial airline businesses and that BA is a vital enabler to the corporations that require a more personalised form of travel for their executives.
Both these sectors need EUR0C0N¬TR0L and the wider regulatory and leg¬islative community to understand their special needs and make appropriate decisions that do not adversely affect their business models and private flying activities. 0ur hope is that this yearbook goes a long way to capturing those concerns and revealing what is being done to progress the business
of aviation.
The GA and
BA sectors are

The Single European Sky ATM Research (SESAR) project will have a considerable impact on GA and BA and it has been one of my priorities, since taking over as Director General, to ensure that proper representation is
given to both these industry segments. The EBAA and IA0PA are members of the SESAR Joint Undertaking and have already made valuable contributions to the progress made so far.
For our part, EUR0C0NTR0L con¬tinues to drive forward programmes which will contribute to the new performance-driven Air Traffic Manage¬ment network envisaged under the Sin¬gle European Sky, while simultaneously getting the most out of the existing network. The Dynamic Management
of the European Airspace Network (DMEAN) is expected to realise a capacity gain of approximately 25 per cent by 2010. Airport capacity remains a challenge, not least for GA and BA, and our major study into growth con¬straints offers a snapshot of the issues in this sector. We will also continue to look at the possibilities of expanding access to controlled airspace for Visual Flight Rules pilots.
Safety, for all classes of aircraft, is of course paramount. 0ur European Safety Programme has played its part in delivering a fifth consecutive year in which there have been no ATM-in¬duced fatal incidents and a continued
