The report states: "Air transport is an innovative industry that drives eco¬nomic and social progress. It connects people, countries and cultures; provides access to global markets and generates trade and tourism. It also forges links between developed and developing nations." But it also acknowledges: "Like effects are considered, there is no evi¬dence that air transport performs better or worse than others do. On the specific areas of accidents and land use require¬ment, air transport performs better than other modes."

effectively. Ascribing a precise value to ATM in terms of its contribution to total air transport economic value is almost impossible. In a European context, an upper band of €15-20 billion a year based on ATM's proportion of total
air transport operating revenues, and a lower band something below the current annual direct cost of €7 billion probably gives an initial indication. However, Leal de Matos stresses: "This does not fully capture the critical role of ATM as an 'enabler' of air transport operations."
ATAG's report estimates aviation's global economic impact (direct, indirect, induced and catalytic) at $3,560 billion, equivalent to 7.5 per cent of world gross domestic product. most human activities, air transport has an impact on the environment, mainly through noise and emissions that affect local air quality and the climate. The industry fully recognises its responsibil¬ity in this regard and is determined to accelerate action aimed at mitigating its environmental impact — while pre¬serving and enhancing its economic and social benefits."
An analysis of the Air Transport Value Chain undertaken as part of the Single European Sky ATM Research (SESAR) Defi¬nition Phase similarly acknowledges that aviation, like other modes of transport "makes use of non-renewable energy sources and produces external effects, such as accidents, noise and emissions". But it also stresses that: "When all external expected to be 2.4 times higher in 2025 than it was in 2005. "There is no doubt that accommodating the forecast demand will increase the overall environmental impact of noise and emissions," states ATAG's report, which also points out that significant improvements have already been achieved on both fronts, and further improvements are expected to follow.
ATAG clarifies: "Aviation provides the only rapid worldwide transportation network...plays a vital role in facilitating economic growth, particularly in develop¬ing countries...transports over 2.2 billion passengers annually....and facilitates world trade, helping countries participate in the global economy by increasing access to international markets and allow¬ing globalisation of production."
