While Air Traffic Control
service providers around
the world constantly strive
to provide safe and efficient air transportation services, largely focused on the needs of the world's airlines, more than one million pilots fl y 350,000 Gen¬eral Aviation (GA) aircraft for recreation and travel.
There are many system enhancements emerging that will benefit GA, such as satellite-based navigation. GA pilots have embraced satellite navigation quickly, de¬creasing reliance on ground-based naviga¬tion. A related technology, automatic dependent surveillance-broadcast (ADS-B) may enable the next round of significant safety and efficiency improvements for GA pilots. Implemented properly and affordably, ADS-B can provide pilots with much better information about proximate traffic and weather conditions, and it greatly improves situational awareness, all while upgrading aircraft to state-of-the-art performance levels.
The transition will not be easy, as is evidenced by ongoing discussions be¬tween the Federal Aviation Administration and industry over an acceptable ADS-B implementation strategy. With two critical government industry partnerships, the United States Joint Planning and Devel¬opment 0ffi ce and the European Single European Sky ATM Research programme, there are tremendous opportunities to modernise the global air traffic system with these and other technologies that result in improved safety, greater access and the elimination of legacy systems that restrict the use of today's airspace.

Preparing for the
Single European Sky
I am very pleased to
contribute to this 2009
yearbook which offers an
opportunity to reflect on the common vision to create a Single European Sky and address the problem of airspace fragmentation which is prevent¬ing optimum capacity usage. As we come to the end of this decade, the aviation sector is facing a paradoxical period of unprecedented recent success, increas¬ing environmental pressure, and gloomier prospects of a global economic slow¬down. Through an holistic approach to Air Traffic Management (ATM), harmonised systems and 21st-century technology we will be able to relieve growing demands faced by all airspace users. The evolving nature of air traffic and satisfying different user needs are at the forefront of current policy considerations.
The aviation sector is of major economic importance and an invaluable source of expertise, technology, and job creation. Current growth is putting pressure on ATM systems by employing already densely-used airspace and creating new demand peaks. To address this issue, I proposed, in June 2008, the second Single European Sky package, which is now under discussion by the European Parliament and the Council of Ministers. This new proposal represents a radical change in ATM, addressing cur¬rent and future issues for the benefit of all user categories: flight distances will be shortened and environmental impact de¬creased by reorganising traffic flows across the European airspace under truly com¬mon operational rules and procedures.
