standards was concerned, although many responsible operators used recognised companies to carry out safety audits. In¬deed, most business jet operators actually required such checks before passenger flights could be undertaken. However, this was still an essentially informal process. There was, for example, no written set of benchmarks or guidelines that an opera¬tor could use as a template in preparing for these examinations.
In meeting this need, the arrival of IS-BA0 was greeted with such enthusiasm that several operators bought it imme¬diately, with new signatories appearing "almost daily", according to Perfetti. nance; company operations manual; secu¬rity; emergency response planning; along with issues such as occupational health and safety, environmental management and transportation of dangerous goods.
They are written as performance-based standards, identifying targets that should be achieved and not how to achieve them. "This allows the IS-BA0 to be imple¬mented by any size of flight department from the owner-operator with one aircraft to the large corporate flight department with a fleet of intercontinental aircraft," says Perfetti. "Each company then devel¬ops its procedures to meet the standards and to address areas of risk within its own operation. The IS-BA0 is also well suited to on-demand charter operations."
The cornerstone of the IS-BA0 is the operators' Safety Management System (SMS), a concept enshrined in the EUR0- C0NTR0L Safety Regulatory Requirement 3, which covers the use of SMS in ATM. Perfetti says that for Business Aviation operators, an SMS is "the process by which they can identify the hazards and associated safety risks inherent in any op¬eration, then develop ways of reducing the risks to as low a level as reasonably practical. The operator then tracks the safety management activities to ensure the steps that have been taken are both appropriate and effective."
The increasing international popularity of IS-BA0 comes as the International Civil Aviation 0rganization (ICA0) is replac¬ing the outdated standards and recom¬mended practices for General Aviation (GA) aircraft with performance-based standards developed by specialists from the Business Aviation community. The new standards have been incorporated as ICA0 Amendment 27 to Annex 6 Part II, and reflect the huge changes in the GA environment since the original Part II was released some 40 years ago.
Consequently, the IS-BA0 is now being updated to ensure it cross-checks with both ICA0 Annex 6 Part II and the Euro¬pean Aviation Safety Agency's proposed amendment to Basic Regulation No: 216/2008 on a common set of rules for civil aviation. Perfetti says IS-BA0 "will provide a more readable document, as well as performance-based standards and extensive advice on compliance with both sets of regulations."
IS-BA0 is managed by IBAC and sold through the Council's signatory members, such as the National Business Aviation Association in the USA and the European Business Aviation Association. A fee of $950 (€650) buys programme documents and a generic operations manual template, along with a CD, allowing customisation of the template for individual operators.
0nce it has undertaken the work necessary to reach IS-BA0 level, the operator can then go ahead with hiring an IS-BA0-accredited auditor to carry out a Certificate of Registration audit. If the auditor is satisfied, IS-BA0 awards a certificate, which is valid for two years. Having gone through the pro¬cess of achieving IS-BA0, one business aircraft operator commented that it was the "ultimate test" of its approach to flight operation safety. "We can now hold ourselves up against the largest flight departments in the country and know with confidence that we're run¬ning a safe, quality flight operation."
