From November 2004 the following ICAO global definition of a runway incursion is applicable, and will be used for all future data collection and analysis:
“Any occurrence at an aerodrome involv-ing the incorrect presence of an aircraft, vehicle or person on the protected area of a surface designated for the landing and take off of aircraft”.
It is also noteworthy that as reporting systems in States evolve, the number of incursion reports has increased from those States where a ‘No Blame’ culture has been introduced, together with an open reporting system. This increase may now reflect a more realistic record of the number of incursions that are taking place – possibly one runway incursion per day in the European region.
The dedication of the joint Task Force for Runway Safety demonstrated the extent of concern on this issue by all stakeholders across the aviation community. All partici-pants have contributed considerable time and energy to identifying the mea-sures necessary for reducing runway incursions. The Task Force delivered a set of draft recommendations that were debat-ed and endorsed at the International Workshop on Runway Safety hosted by EUROCONTROL at its Brussels Headquar-ters on 9-10 September 2002.
The workshop was jointly organised with the Group of Aerodrome Safety Regulators (GASR), the Joint Aviation Authorities (JAA), and the International Civil Aviation Organization (ICAO). Inputs were made by European Regulatory bodies, ANSPs, the FAA, Transport Canada, Accident Investigators, Aircraft Operators, Airports, and other professional and industry repre-sentatives. The event offered a unique opportunity for participants to debate many different issues associated with runway safety, including communications, human factors, procedures and situational awareness.
The European Action Plan for the Prevention of Runway Incursions was approved by the EUROCONTROL Provisional Council in April 2004. It was agreed that rapid implementation of the recommendations is necessary to reduce runway accidents and incidents and improve safety. The need to share safety-related information and intro-duce a harmonised and consistent approach to the collection and analysis of data is key to reducing the risks of runway incursions.
On-going work on Runway Safety continues by the working group of experts (Working Group for the Prevention of Runway Incursions). The joint task is to raise awareness of the need for immediate action in implementing the recommendations contained in this action plan.
2.1 - Change notice
The European Action Plan for the Prevention of Runway Incursions has been updated to reflect any changes that became necessary since its release in 2003. Release
1.1 includes the new ICAO definition of a Runway Incursion, revised dates for com-pletion of some recommendations, and the addition of the Signatures of more supporting organisations. The wording of recommendations 4.1.4. and 4.5.5. have been amended slightly to provide additional guidance. Some of the recommendations assigned to EUROCONTROL are now complete and identified as such in the relevant table. ICAO is developing a global manual for the Prevention of Runway Incursions that will be completed during 2005.
