What is priority
number one in terms of
timing?
We have to make progress within all of
the pillars, as a package, since they are
interrelated. Performance regulation
depends on strong safety regulation to
ensure that safety is an absolute priority.
Investment in SESAR depends on success
in performance regulation, guaranteeing
that the cost of the investment is kept to
a minimum.
If I had to single out particular issues, I
would mention the implementing rule
on performance regulation and SESAR
Implementation Phase I. The first sets in
motion a process of performance regulation,
in which each actor needs to know
exactly what is expected by when. The
second determines the credibility of the
SESAR programme. It is a test case for
governance structures and will lay the
foundation for seven years of research
and development.

So, tell us about
Airport Carbon
Accreditation?
Airport Carbon Accreditation provides
a common framework for reporting
and reducing carbon emissions from
airport operations. For the first time,
it sets standards for the reporting of
carbon emissions that are specifically
adapted to the unique complexity of
the airport site. And it is worth noting
that these standards are fully compatible
with the World Business Council
for Sustainable Development (WBCSD)
and the World Resources Institute
(WRI) “Greenhouse Gas Protocol”
Corporate Accounting and Reporting
Standards.
Following the recent launch of Airport Carbon
Accreditation, Skyway caught up with Olivier Jankovec,
to find out more about the programme and hear the
latest update on ACI EUROPE’s collaborative work with
EUROCONTROL.

How does it work?
Airports’ efforts to manage and reduce
their CO2 emissions are externally assessed
and independently recognised
through four levels of accreditation –
mapping, reduction, optimisation and
neutrality. Detailed guidance documentation
sets out the requirements
for each level and assists the airports
in meeting them. Although the programme
is primarily focused on emissions
that are within the full control
of airport operators, it also extends to
other emissions on the ground. The optimisation
and neutrality levels can only
be achieved if airport operators engage
other stakeholders on the ground –
such as airlines and ground handlers
– and implement engagement plans,
which in turn reduce their emissions.
This also allows the programme to
take into account the participation
of airports in both of our recently announced
collaborations with EUROCONTROL,
including the implementation
of Airport-Collaborative Decision
Making (A-CDM) and Continuous Descent
Approach (CDA).
Even so, is there not a
risk of people just seeing
this as ACI EUROPE
accrediting its own
members?
This has been a concern from the
very beginning of the project. For
this reason, ACI EUROPE is not administering
the scheme and as such
is not awarding accreditation levels
to its members. This is done by a
leading and recognised consultancy,
WSP Environment & Energy, on our
behalf and is subject to strict adherence
to the programme’s rules. On
top of that, the administrator and
the entire programme are overseen
by an independent Advisory Board
made up of representatives of ECAC,
EUROCONTROL, the European Commission,
UNEP (United Nations Environmental
Programme) and WWF Europe.
Airport Carbon Accreditation has
also received the official patronage of
EUROCONTROL and ECAC and I would
like to take this opportunity to thank
them for their unwavering support of
the scheme.

It took us two years to come up with all
the design elements and governance
arrangements for Airport Carbon
Accreditation. It has been quite an intensive
and challenging task, resulting
in a genuinely demanding, scientifically
robust and institutionally-endorsed
programme – turning our industry
commitment to reduce carbon emissions
into concrete action.
Speaking of timing,
