In November 2008, in the presence of the European Commission
Vice-President Antonio Tajani, eight Transport Ministers of the
Mediterranean area signed a Declaration, launching the definition phase
of the Blue Med FAB, following the 2007-2008 feasibility study.
This ambitious project, comprising nine working areas and 150 experts, is
intended to reduce regional fragmentation in the Mediterranean region.
Cristiano Cantoni, Blue Med Project Manager, and Nicola Amendola1,
International Relations Manager, ENAV, explain how.

As a result of the 2008 Ministerial Conference, the involvement of State authorities throughout the
ongoing definition phase is continuous and effective within the project’s Governing Body, where State
representatives provide the project’s high-level policy to the implementing bodies concerned and to
the Members of the Programme Management Board (PMB).
The PMB is responsible for FAB implementation and is composed of ANSPs CEOs, CAAs Directors and
military authorities at the highest level (thus confirming the importance of the civil-military cooperation
within the project) and for providing strategies to be implemented by the Executive Project Team,
composed of the PM Office and the Working Groups.
As highlighted during the feasibility study, implementation of Blue Med will not take place without
the involvement of staff, professional and user associations across the project’s process. In order to capture
requirements and remarks from all stakeholders involved, Blue Med has identified specific forums,
where all project actors concerned will be able to contribute to the implementation of the Mediterranean
FAB.
The Blue Med Social Forum will discuss, as it did during the feasibility study, specific requirements of
the staff and professional associations, identifying the best deployment mechanism and scheduling of
all remarks, while the Advisory Group will allow users to work with Blue Med experts and State authorities.
The Advisory Group will be open to all external stakeholders such as the SESAR JU, whose participation
will be strongly beneficial to ensure FAB developments are aligned with SESAR activities and to
ensure that existing SESAR JU Blue Med members bring the FAB perspective within SESAR.

The Blue Med working groups span

technical, safety and economic improvements,

Blue Med is a three-phase project. In
the course of 2007 and the first half of
2008, Blue Med developed its feasibility
study, which assessed the potential
operational, technical, economic and
environmental benefits resulting from
the establishment of a Mediterranean
FAB.
The feasibility study has shown that
the implementation of the Blue Med
FAB over the Mediterranean would be
highly beneficial for users, air navigation
service providers and the European
Community as a whole. In fact,
users would benefit from improved air
traffic flow management and shorter
routes. Service providers would see
their existing safety levels increase
