European ATM system
shortcomings?
The SES is above all a new operational
concept rather than simply a legislative
package. It is a vision that we endorse
and strive to implement in order
to realise the substantial benefits
it brings with it. However, it would
be unrealistic to expect that all the
requirements foreseen by the regulations
will be met fully from one day to
the next.
How has the cooperation
between the Blue Med
partners been so far?
Blue Med partners are geographically
adjacent and have strong historical
links of cooperation. They are also of
very similar temperament and therefore
they are able to communicate easily.
Above all though, and despite large
differences, all States have been showing
a deep respect for each other, making
decisions based on consensus.
What is the role of non-EU
States in Blue Med?
Non-EU States are associated partners
committed to following and contributing
to all the work, without however
the obligation to fully implement the
FAB. They are, however, expected to
choose specific harmonisation solutions
and implement these. This way
the FAB concept is extended beyond
the European borders, something that
is encouraged by the EU.
What are the main strengths
and weaknesses of your
initiative?
Our foremost strength is the political
support given to the project. This
support has been officially endorsed
by the signing of a Ministerial Declaration
last November. Secondly, all
partners believe the common vision
of realising the FAB, and this strategic
goal has been communicated from
the top. Finally, the working teams
comprise professional ATM personnel
with significant operational experience.
Our weakness is common to all FAB
initiatives: trying to meet the project
objectives with limited resources,
within very tight deadlines. This is
especially true for some of our partners
who have very small ATM organisations.
We are committed to
involving the right resources. Therefore,
there is little else to do but try
even harder.
Do you consider the cooperation
with other adjacent FA Bs
to be necessary?
Absolutely. After all, FABs are the essential
building blocks of the true
Single Sky and therefore it is important
to ensure consistency and harmonisation
especially with adjacent
FABs.
How do you see Blue Med
coping with the objective of
the SES II package?
Blue Med has been closely monitoring
the development of SES II. Therefore,
its project plan is strongly driven
by SES II, focusing on ATM performance
improvement in the areas of
safety, capacity, flight efficiency and
the environment.
What is EUROCO NTROL’s role in
the project?
EUROCONTROL is an organisation
with a high level of competence
in ATM, able to provide support to
FABs on key issues, such as network
design and safety. In this respect,
EUROCONTROL has a key role in supporting
Blue Med at a technical level,
so as to offer its expertise in specific
activities and facilitate consistency
and compatibility between the various
FAB activities. n

Keen to offer its partners and the aviation community at large
the opportunity to learn more about what it is and what it does,
EUROCONTROL welcomes visitors, both individual and in organised
groups, to its premises. These are just a few recent visits:
In the framework of his mission to the European institutions,
Mr Roberto Kobeh, President of the ICAO
Council, was received by the Director General,
Mr McMillan, at EUROCONTROL Headquarters
on 9 July.
On 15 June,
the Director General
received Dr Rachel Aron,
British Ambassador
to Belgium.
On 12 June, the Director General received at Headquarters
the newly appointed Director Airspace Policy and
Board Member of the UK Civil Aviation Authority,

5 Some 30 representatives of the Norwegian aviation
community visited EUROCONTROL Headquarters on 25
May. They were briefed on the role of the Agency in the
implementation of the Single European Sky and SESAR. The
visit included a tour of the CFMU operations room.
