the competencies of this Agency to
air traffic management/air navigation
services (ATM/ANS) safety.
In the context of the SES, EUROCONTROL
and EASA rule-making activities
have, for several years, already
been coordinated through ad-hoc

Single European Sky II
EUROCONTROL’s regulatory
support role
arrangements with the participation
of the Commission. Cooperation is
expected to develop further in the
SES II context to ensure the consistency
of the developments in the SES
and EASA regulatory systems. A first
example will concern the Standard
European Rules of the Air (SERA), for
which EUROCONTROL is expecting
a mandate from the Commission to
support it and EASA in developing an
appropriate set of regulatory provisions
and means of compliance.
A common roadmap is also being
prepared between the two Agencies
to identify cooperation mechanisms
which could be put in place during
the transition phase and beyond, as
appropriate.
TECHNOLOGY
PILLAR
The regulation governing
the SESAR Programme
and establishing the SESAR
Joint Undertaking (SJU) has been
recently amended. EUROCONTROL is,
together with the Commission, one of
the two founding members of the
SJU and a major contributor to
the work programme which
recently has been officially
launched.
On the regulatory side,
EUROCONTROL, as part of the
activities performed on behalf of
the SESAR Joint Undertaking for the
maintenance of the ATM Master Plan,
will develop proposals for standardisation
and the regulatory roadmaps.
The former will identify the various
categories of standards which will be
necessary to meet the requirements of
the SESAR implementation packages.
The latter will identify the interoperability
implementing rules which
could support the harmonised and
coordinated deployment of new technologies
validated by the SESAR work
packages. Those standards described
in the roadmap which could serve as
means of compliance (recognised as
Community specifications) will also be
clearly identified.
Relying upon the experience acquired
throughout SES I (where a significant
number of draft implementing
rules were developed to support the
coordinated deployment of technologies
– such as data-link services
or reduced voice channel spacing),
EUROCONTROL will put its expertise
at the disposal of the Commission to
develop the additional rules required
to ensure that SESAR targets can be
achieved on time.
AIRPORT CAPACITY
PILLAR
The European Parliament
and the Council have
endorsed the ‘action
plan for airport capacity,
efficiency and safety
in Europe’. The objective
of this action plan is to
offer appropriate responses
to the potential lack of capacity on
the ground. It will include a number of
complementary facets.
On the regulatory side, various types
of measures will be considered, which
EUROCONTROL has already supported
or might support in the future, e.g.:
n consistency between airport slots
and ATFM slots;
n strengthening of noise-abatement
rules around airports, for which the
availability of noise models is a key
asset.
Environmental issues extend of course
largely beyond the airport area. One
dimension of particular importance
is the Emission Trading Scheme
(ETS), for the applicability of which
EUROCONTROL has started providing
well appreciated support to the
Commission.
An Airport Observatory has also been
set up by the Commission, composed
of Member States and relevant authorities
and stakeholders, which facilitates
the exchange and monitoring of data
and information on airport capacity
as a whole. EUROCONTROL is chairing
one of the working groups of this
Observatory.
CONCLUSION
Thanks to its expertise in all ATM technical
areas and the experience acquired
throughout SES I, EUROCONTROL is
uniquely positioned to support the
Commission and Member States in the
further development of the regulatory
aspects of the Single European Sky. This
will strongly contribute to the definition
of the required provisions (notably
implementing rules and Community
specifications) which will allow the new
features of SES II (performance regime,
network management functions,
SESAR targets, etc.) to be implemented
in an harmonised and coordinated
