2-430.4 RECOVERY/ASSESSMENT
As soon as practical, damage assessment activities should begin.  All tenants should initiate damage assessment efforts for all areas within their responsibility.  The emphasis on communication remains throughout the recovery/ assessment phase of the severe weather event, and all tenants and agencies should report recovery and assessment activities to the Communication Center as soon as possible or whenever available. Information regarding the establishment of any and all levels of service restoration needs to be received by the Communication Center in order to assert correctly the Airport's status. In turn, the Authority will communicate information to tenants and agencies who remain on the Airport regarding Authority

activities pursuant to recovery/assessment operations.  Also, status of Authority provided services and facilities will be transmitted to all tenants as soon as that information becomes available to the Communication Center.

2-440  HAZARDOUS MATERIALS RESPONSE AND NOTIFICATION GUIDELINE
As a preamble to these Spill Response and Notification Guidelines, it is understood that (1) the owner of any spilled hazardous substances including fuel, radiological or toxins and other regulated materials is responsible for the containment and clean-up of such substance, (2) that all persons or operators handling and/or storing hazardous substances at TPA are trained and equipped to effectively contain and clean-up spill or other releases.
   2-440.1 OWNER/OPERATOR RESPONSIBILITIES
2-440.11  PRELIMINARY SPILL CONTAINMENT MEASURES
Upon discovery of a release or hazardous spill, the owner/operator of the source of the substance shall immediately identify the material, if possible.  If it is a known material and can be done safely, institute spill containment and recovery measures.  Such measures may consist of, but not necessarily be limited to, the following:
2.440.111  Safely secure the area.  No electrical switches are to be turned on or off for any equipment within the spill area.  No motorized equipment is to be driven through the spill area. For flammable spills, fire bottles shall be positioned in the immediate area.
2-440.112  Place barriers and/or absorbent booms around the spill and use absorbent mats, sheets or other absorbent product to recover the spill. Used absorbent materials are to be placed in containers for proper recycling or disposal; and
2-440.113  If the spill does not present a serious health hazard, place absorbent or barrier booms or construct a dam of absorbent material around all storm drain inlets, if necessary, to prevent the spilled material from entering the storm drainage system.   Employ absorbent materials and/or wet/dry vacuum to recover the spilled substance.  Properly dispose of used absorbent materials and/or recovered substance; or

department to first neutralize and/or contain the spill and, if appropriate, take one of the above itemized actions.  If the fire department neutralizes the spill by flushing, place absorbent booms downstream of the spill to prevent it from entering the storm drainage system.  
For radioactive wastes, the owner/operator shall immediately establish a perimeter of 1500 feet from the radiation source and wait for assistance from the appropriate authority.
 2-440.12 NOTIFICATION
Immediately following the discovery and preliminary containment of a spill or discharge, notify the proper authorities.  Notify the Airport Police Department at 911, 396-3911 or 870-8760.
