programme. OATA supports the realisation of the
EUROCONTROL ATM 2000+ Strategy and is
based on the EUROCONTROL Operational
Concept Document (OCD). The project is developing
in particular a Concept of Operations
(ConOps) and a target architecture for 2011+, providing
an operational and technical framework to
support the standardisation and regulation of
future interoperable systems. OATA results will be
an important baseline for the SESAR definition
phase.
In order to develop the OATA logical architecture,
the OCD was expanded to describe in greater
detail how the ATM system would develop over
time and how the targets set would be met. The
results are set out in the concept of operations for
2011 and 2020 respectively. The heart of the
ConOps is an ATM process model that describes
the interactions and information flows between ATM
actors and the components of the ATM system.
Implementation of coordinated ATC tools
A new programme has been launched by the
Agency to coordinate the implementation and
deployment of controller system support tools
across the ECAC area in a harmonised way, with a
target of 2012. The tools will be applied to manage
en-route and extended TMA airspace.
The First ATC Support Tools Implementation
(FASTI) programme will cover medium-conflict
detection, Monitoring Aids (MONA) as well as
System-Supported Coordination (SYSCO).
The main aim of the programme is to increase sector
capacity, improve flight efficiency and maintain
safety to meet forecast airspace user demand.
While other programmes such as Mode S,
LINK2000+ and CASCADE address communication
and surveillance within the ATM system, FASTI
will complement these programmes by addressing
operational improvements regarding controller
tasks and sector operations, in particular conflict
detection, planning, coordination and monitoring
through automated support.
Gains are expected by providing appropriate controller
system support capabilities, common performance
levels across the European ATM network
and harmonised ATC procedures.

OATA applies an iterative process and constitutes
the "blueprint" for interfaces of ATM/CNS systems
required by 2011+. It consists of a logical model
that captures and consolidates user requirements
from the different domains of ATM and provides a
high-level modular architecture independent from
technologies. All ATM/CNS domain architectures
(except communications, currently out of scope)
were integrated into the model. This approach has
also been used and further expanded through
EUROCAE WG61 (ATC open architecture) and
WG69 (Airport CDM) to provide a reference for
their future interoperability standards.
In 2005, OATA made significant progress in all
aspects of the project:
❚ Completion of the concept of operations, operational
scenarios and several use cases for
2011+.
❚ Production of an architecture overview document
(high-level integrated picture of the architecture
modules and associated services), a set
of architecture description documents (for the
domain architectures) and the OATA architectural
model developed in UML (Unified
Modelling Language).
❚ Delivery of a report integrating all the identified
quality of service requirements.
❚ Completion of the work on the AHLM (ATC High-
Level Model) and launch of a follow-up project
(VALUE), both in cooperation with EUROCAE
WG61 (ATC open architecture) under the leadership
of the ATS/Data Processing Domain.
EUROCAE will base its forthcoming standards
on the ATC architecture defined by AHLM and
VALUE.
❚ Progress of the work on the AAM
(Airport/Airside Management System High-
Level Model) in cooperation with EUROCAE WG
69 (Airport CDM), also to provide a basis for
forthcoming standards.
❚ Delivery of a proposed avionics roadmap for
2007, 2011 and 2020, supported by Airbus and
Boeing, and the avionics logical architecture for
2011+.
❚ Delivery of a report addressing the technical
implementation options of System-Wide
Information Management (SWIM), which is an
integral feature of OATA. SWIM and CDM are
fundamental enablers for the future ATM
processes.
❚ Completion of the OATA validation methodology
and plan.
ECIP/LCIP mechanism
The European/Local Convergence and
Implementation Planning (ECIP/LCIP) mechanism
is designed to coordinate medium-term implementation
