The critical events initiative launched in 2004
was strengthened during 2005. This process
includes extensive debriefings hosted by the
CFMU with the airports concerned and airport
users following any event that reduces the
capacity of an airport by 50% or more. Best
practices are established following these
debriefings, including more flexible management
of arrival and departure flows during such
events. The initiative is being extended during
Winter 2005/2006 to include London Heathrow,
Amsterdam, Paris Ch. De Gaulle and Oslo.
Slot swapping trials were successfully conducted
at Amsterdam. Initial indications are that
small-scale and well-controlled slot swapping
can lead to very significant cost savings for an
aircraft operator. Such an exercise must however
be closely supervised and coordinated at network
level.

ISO 9001:2000 certification
For most air navigation service providers, the
ISO 9001 certification is a precondition for fulfilling
the EC common requirements they have to
comply with by the end of 2006.
It made perfect sense, therefore, for the CFMU
to apply for the same certification as its ATFM
partners, all the more so since it promotes a
constant focus on quality and process improvement
so as to sustain customer satisfaction for
the future.
Since October 2004, the CFMU has been implementing
its ISO 9001 quality management system
and was granted the ISO 9001:2000 certification
on 23 December 2005.

Safety and quality
The EAD is an important part of the aeronautical
information distribution chain, and as such the
safety impact is considered as an inherent part of
its development.
The EAD safety concept has been developed
based on the IEC International Standard 61508,
which uses Safety Integrity Level (SIL). The EAD
safety case will be finalised in 2006 and will present
the detailed safety arguments and evidence for
the baseline EAD system and service (Release 2
and Release 3). It will also include a process for
future updates to the safety case.
The following EUROCONTROL Safety Regulatory
Requirements (ESARRs) are specifically relevant
to the development of the EAD safety case:
❚ ESARR 3: Use of safety management systems
by ATM service providers
❚ ESARR 4: Risk assessment and mitigation in
ATM
❚ ESARR 6: Software in ATM systems, dealing
with the implementation of software safety
assurance systems.
From the 42 ECAC States, 31 civil and six military data
providers have committed themselves to participating
in the EAD. Progress is ongoing for the remaining
11 ECAC States. Among the civil, 18 clients are operational:
Albania, Austria, Belgium/Luxembourg, Denmark, Germany,
Hungary, Ireland, Latvia, Malta, Norway, Poland, Portugal,
Slovakia, Slovenia, Spain, Sweden and Turkey; and four
are already connected as users: Bosnia and
Herzegovina, Croatia, France and Switzerland.
From the military side, two providers are
operational: the German AFSBw
and the Dutch Royal Air
Force.

European AIS database – EAD. These comprise 39
data providers and 41 data users, including EUROCONTROL
Units.

The EAD service has developed business continuation
and disaster recovery plans and procedures
in order to minimise the impact on the EAD clients
in case of unavailability in the EAD core services.
Continuous data quality reviews are undertaken to
ensure the overall quality of EAD data. The service-
level specifications on quality measurements
will be reinforced in 2006.
Availability of aeronautical information
Easy access to reference aeronautical information
promotes a wider use of the information:
❚ in the cockpit
The EUROCONTROL project D-OTIS specifies
requirements related to the provision of automated
assistance to pilots for obtaining compiled
meteorological and operational flight
assistance including NOTAMs. In 2005, a trial
project was initiated including the requirements
relating to the use of EAD for the provision of
NOTAMs/SNOWTAMs for departure and arrival
aerodromes.
