EUROCONTROL cost broken down

EUROCONTROL by the European Commission with
work scheduled to be completed in 2005.
In 2005, seven new mandates were received and
accepted by EUROCONTROL.
The first three are an extension of the scope of
regulatory activities on interoperability:
❚ aeronautical data integrity
❚ data-link services
❚ air-ground voice channel spacing
The other four relate to the following areas:
❚ air traffic flow management
❚ European Upper Flight Information Region
(EUIR)
❚ Single European Aeronautical Information
Publication (SAIP) for EUIR
❚ performance review
Most of these mandates should be completed in
the course of 2006.
Initial plans for performing these mandates have
been developed and delivered to the European
Commission.
Additional mandates are being prepared by the
European Commission for issuance in 2006, which
will include a safety/risk classification scheme and
two interoperability activities on surveillance, subjects
where EUROCONTROL can draw on many
years of experience.

SINGLE EUROPEAN SKY
Since the establishment of the Single European Sky
framework and the accession of the European
Community to EUROCONTROL, the Organisation’s
regulatory role has been focused on contributing to
the implementation of the Single European Sky
through the development of implementing rules
which complement the high-level regulations
adopted by the European Parliament and Council.
A basic feature of the EUROCONTROL regulatory
policy is to expand as appropriate European
Community regulations to the whole EUROCONTROL
area, thus ensuring the application of a
harmonised pan-European ATM regulatory framework.
In early 2004 the Single European Sky Committee
agreed on a first set of mandates to be given to
EUROCONTROL. This set covered flexible use of
airspace, airspace design, functional airspace
blocks and the charging scheme.
The Director General requested from the Provisional
Council and the Permanent Commission of EUROCONTROL
a general delegation to accept and execute
the mandates entrusted by the European
Commission
Later in 2004, a second set of three mandates dealing
with interoperability (initial flight plan, flight message
transfer protocol, and coordination and transfer
of flights between air traffic services) was examined
by the Single European Sky Committee and sent to

monised definition of conformity assessment
requirements, described within each SES implementing
rule.
The task force (consisting of some 30 representatives
from national regulatory authorities, air navigation
service providers, European Commission,
EASA, industry and the EUROCONTROL Agency)
has been actively involved in the definition of conformity
assessment requirements for the ongoing
SES interoperability mandates, the identification of
global principles, and the development of procedures
for periodic testing/verification, re-assessment
of existing systems, re-assessment after
modification and continuous verification. It is
presently in the process of finalising guidelines to
conduct the conformity assessment of systems
with essential requirements as required by the
interoperability regulation, and is in the process of
developing related conformity assessment declaration
templates.
Service provision regulation
The Single European Sky service provision regulation
requires the certification of each air navigation
services provider by its respective National
Supervisory Authority (NSA). This regulation delineates
the NSA's responsibilities with a view to
