in European ATM. The extension of the
mechanism to new areas of ATM activity continued
in 2005 with the coverage of spectrum management
and ATM excellence. A total of 14 new objectives
were introduced into the ECIP 2006-2010 and
3 objectives were closed as ‘achieved’, reflecting
the implementation progress in Airborne Collision
Avoidance System (ACAS) II, flight data processing
and aeronautical information services quality in
most States of the ECAC area.

Report for the year 2005, will show whether this
trend has been rectified.
The yearly update on the ECIP started in
September 2005 ahead of its submission to the
EUROCONTROL Provisional Council in July 2006.
The ECIP 2007-2011 will be transitional as the
Agency will organise in 2006 a workshop to reinforce
the ECIP/LCIP mechanism and adapt it to the
emerging Single European Sky and SESAR needs
ahead of ECIP 2008-2012.
FEAST
The FEAST service came into being on 1 January
2006 following a successful feasibility phase which
was completed at the end of 2005, at which point
12 air navigation service providers were using the
service. The FEAST provides a harmonised and
cost-effective tool to assist recruiters with selecting
the most suitable ab-initio candidates as ATC
trainees. The FEAST service includes delivery of
the tests on an internet platform, full implementation
support, shared costs and benefits of future
enhancement activities and participation in the
FEAST User Group. The tool allows better and
more informed selection decisions, leading to a
reduction in subsequent training failures.
In 2005 the EATM SBU continued to support all
ECAC States in their efforts to implement the necessary
ATM systems, regulations and procedures
at local level by providing expert support to produce
their own Local Convergence and
Implementation Plans (LCIPs). An important
change was the introduction in 2005 of cost-effectiveness
planning into the LCIPs, with the full
endorsement by air navigation service providers
and airspace users. The bottom-up approach that
was used and the increased transparency expected
from it have the potential to lead to a genuine
improvement in cost-effectiveness across Europe.
All LCIP documents 2006-2010, which will be
issued as of early 2006, will include cost-effectiveness
figures and text. Efforts were also made to
further increase the coverage of airports in the
LCIP process.
A new LCIP function, the “map tool”, became available
in 2005 on the EUROCONTROL Extranet to
show in graphical form the information collected
through the LCIPs: a series of maps of Europe
shows through colour-coding how each State was
able to progress each objective and each stakeholder
line of action in the previous year.
The yearly ECIP Status Report played its usual
feedback role in 2005 by highlighting the strengths
and weaknesses in terms of ATM implementation
progress in the ECAC area during the previous
year. In particular it underlined the delay in implementing
safety-related objectives in 2004, with 5
objectives out of 7 being overdue. The analysis of

TMA 2010+
A coordination action was launched to introduce
improved Terminal Manoeuvring Area (TMA) operations
around the year 2010 that would address
the need for more efficient operations, continuous
descent approaches and environmental measures
around airports, and will benefit from precision
area navigation, P-RNAV, capabilities and new
controller support technologies.
Flight Object Interoperability Proposed
Standard (FOIPS)
A new interoperability standard is being developed
in cooperation with EUROCAE to optimise
seamless operations between future ATC systems,
optimising the ATC handling of flights throughout
the whole network.
Stakeholder consultation widened
In order to improve consultation arrangements with
EUROCONTROL stakeholders, the Director
General of the Agency launched a process to
ensure the involvement of all relevant sectors
across the aviation community (civil and military)
throughout Europe. Advice to high-level EUROCONTROL
management was previously provided
by the ATM/CNS Consultancy Group (ACG), which
has worked effectively for several years.
The new body, Stakeholder Consultation Group
(SCG), will provide a broad range of balanced
advice together with the widest possible stakeholder
