agreements in the MoC, research is currently
being carried out in 15 common projects.

EEC core business is organised as a set of work
packages:
❚ Short-term support for the key EUROCONTROL
implementation programmes.
❚ Mid-term validation of the 2020 ATM target concept
(SESAR time-frame).
❚ Long-term investigation and innovative
research to incubate the ideas paving the way
for the definition of the ATM system beyond
SESAR.
❚ Socio-economic and environmental studies.
❚ Research enablers to develop and maintain the
methods and tools necessary for a rigorous and
scientific validation of future operational
concepts.
Air transport exists in a societal, environmental
and economic context, which often imposes its
rules, values and regulations on European air traffic.
While difficult to quantify, these areas nevertheless
have a significant impact on air traffic.
The EEC has researched the “softer” issues of air
traffic for a number of years and 2005 saw the
recognition by stakeholders, inside and outside
EUROCONTROL, of the legitimacy and importance
of this research.
The EEC has a holistic approach and the future
ATM system is researched from operational, sustainable,
environmental and economic angles.
This multidisciplinary approach requires expertise
from different research institutions and universities.
The identification of research issues
and their associated expertise, leading to a
sound work programme for future ATM R&D in
Europe, has turned the Centre into an agile and
innovative front-runner in European ATM R&D,
delivering the necessary solutions to the
European ATM community.

SHORT-TERM SUPPORT
The short-term support work package provides the
necessary input from the field, thus ensuring that
current constraints are understood and borne in
mind.
In the course of 2005, the support provided to the
EUROCONTROL Programme for Performance
Enhancement in European Air Traffic Management
(EATM), the Central Flow Management Unit
(CFMU) and to various air navigation service
providers was most important.
The Network Capacity and Demand Management
Research Area (NCD) delivered the Area Control
Centre Network Capacity Evaluation Tool (NEVAC)
to headquarters and NEVAC v.1 was subsequently
distributed to all interested parties. This handover
means that NCD now concentrates on developing
methodologies to free up airspace.
NEVAC is a software application using CFMU data.
It computes ACC capacity indicators to detect bottlenecks,
and evaluates the results of new configurations
or changes made in sector capacities in an
ACC. The NEVAC features are planned to respond
to the Dynamic Management of the European
Airspace Network (DMEAN) operational concept
and will be integrated in the DMEAN pool of tools
and data.
The EUROCONTROL Experimental Centre plays a
vital role in enhancing the CFMU functions and
systems. Through the operational validations carried
out in Brétigny, the CFMU now can enhance
their strategic and pre-tactical plans.
The Airport Throughput Research Area (APT) continued
to support the Agency’s Airport Operations
programme by delivering the operational concept
and functional description for Collaborative
Decision-Making (CDM) and Advanced Surface
Movement Guidance and Control System
(A-SMGCS).
As part of the CASCADE programme, Sector
Safety and Productivity (SSP) delivered its
Automatic Dependent Surveillance – Broadcast
(ADS-B) contribution according to plan. As a part
of the handover to HQ, SSP began the validation of
ADS-B through the Cooperative Validation of
Surveillance Techniques and Applications of
Package I (CRISTAL). Further trials will be carried
out in 2006.

Episode 3 targets early validation of part of
SESAR's mid-term ATM concept and brings together
23 industry stakeholders, reflecting the SESAR
consortium partners.
Airport throughput
In the course of 2005, significant progress was
made towards understanding wake vortex phenomena
through the project WakeSep carried out
under the umbrella of the WakeNet group. The
EEC defined possible procedures and organisations
for collecting details of and analysing wake
vortex incidents and induced risks.
