activities as part of our drive towards excellence.
It was able to implement a 10% saving in
2005, following a 5% reduction the year before.
The target is to continue to maintain a 3% reduction
in the short to medium term.

A common approach to excellence:
❚ supports the achievement and improvement of
performance results;
❚ provides a benchmark for both management
approaches and results, based on best
European managerial practices;
❚ stimulates continuous improvement within the
organisation and also at a European level;
❚ enables the sharing of best practice and common
learning.
The main actions undertaken to achieve these
excellence objectives during 2005 include:
❚ Establishing the Excellence Policy and Strategy
and ensuring its implementation through an
ECAC-wide action plan. Almost 80% of the air
navigation service providers have already
aligned or are in the process of aligning their
approach with the EUROCONTROL Excellence
Policy.
❚ Providing support in meeting the Single
European Sky Common Requirements on quality
management, e.g. guidance material on
quality management for both air navigation
service providers and national supervisory
authorities was prepared and issued.
❚ Developing an ANS Common Assessment
Framework (ACAF) and supporting the completion
of assessments using this Framework. As
part of a phased assessment schedule, 11 air
navigation service providers have completed
an organisational review against the ACAF by
the end of 2005.

In particular, the Institute plays a key role in disseminating
ATM concepts and projects in order to
develop consistent regional safety standards,
thereby contributing to European-wide improvements.
In addition, it provides training on regulation
for the development of common standards, an
essential component of the Single European Sky
concept.
Courses, workshops and seminars are designed,
developed and delivered in traditional classrooms,
ATC simulation facilities or, increasingly, via
e-learning. The Institute works in close partnership
with training establishments across the European
Civil Aviation Conference (ECAC) States, helping
them to meet their national training requirements.
With almost 40,000 students of 85 nationalities
trained over the past 36 years, the Luxembourgbased
Institute of Air Navigation Services has built
up a solid reputation for training European air traffic
management personnel to the highest standards.
2005 was yet again a record year for the delivery
of ATM training – some 3,500 people were trained
in the different fields of ATM. Another 300 students
were trained by the Institute’s partners. About 220
courses were delivered and overall customer satisfaction
continued to rise.
The Institute’s mission is to provide training for air
navigation service providers, ATM regulators,
Member States and EUROCONTROL staff. The
Institute develops and delivers courses designed
to support the attainment of the Organisation’s
objectives in the field of safety, capacity, efficiency,
security and the environment.

ESARR 5 provides general safety requirements for
ATM personnel who are responsible for safety-related
tasks. Specific support to ESARR 5 was provided
through the OJTI and competency assessment training
courses for air traffic controllers. The new courses
launched in 2005 in the safety training domain are:
❚ The ESARR 2 implementation training course. This
course aims to support the harmonised implementation
of ESARR 2. The objectives of the course are
twofold: to identify a structured approach to ESARR
2 national implementation (best practice) and to
describe how ESARR 2 national safety oversight
can be performed.
❚ The three-stage "safety management survey"
course. It aims to provide participants with the practical
skills and knowledge required to understand
