■ Conducting GNSS flight trials in Egelsbach (Germany),
Toulouse (France) and Valencia (Spain) to
demonstrate the interoperability of the Ground
Based Augmentation System (GBAS) and European
Geostationary Navigation Overlay Service
(EGNOS) performance;
■ Completing certification test flights for Link 2000+
equipped airlines;
■ First use of the AVT (ADS-B Validation Test Bed)
to perform airborne monitoring of ADS-Bequipped
aircraft.
Training for safety
Providing safety training is one of EUROCONTROL’s
key strategic goals. Safety courses are delivered at
the Organisation’s Training Institute in Luxembourg
and during 2006 the Institute delivered 53 safety
courses to more than 800 participants. This represented
about a quarter of all ATM training participants
over the year. EUROCONTROL continuously
develops its range of training courses in the domain
of safety management and regulation to support the
Agency’s Safety Programme activities and the Safety
Regulation Training Programme (SeRT).
The aim of the training packages is to support civil and
military ATM communities throughout Europe with the
implemention of EUROCONTROL Safety Regulatory
Requirements (ESARRs) and their corresponding EC
Regulations. During 2006 EUROCONTROL continued
its provision of support to ESARR 5 through the OJTI
(On-the-Job Training Instructor) and Competency Assessment
training courses for air traffic controllers.

A dedicated workshop, together with the ongoing
work of the E-Learning Development Task Force, contributed
to the refining of training specifications for
controllers in accordance with the SENSE Programme,
which aims at, developing and implementing
human performance training products to enable
integration of human factor in ATM. In addition, the
Agency complemented its Air Traffic Safety Electronics
Personnel (ATSEP) common core content guidelines
with a third document, “Guidelines for a
Common System/Equipment Rating Training for Air
Traffic Safety Electronics Personnel”. The first set of
courses for the Common Core Content “Guidelines
for a Basic Level of Technical Training for Air Traffic
Safety Electronics Personnel” also became available
in 2006. The Institute also provided training courses
for air navigation service providers on the use of the
EUROCONTROL GNSS data evaluation tool (PEGASUS),
in November 2006.
In the course of 2006, EUROCONTROL successfully
introduced the following new courses:
■ detailed ESARR 4 Training (SAF-E41): The course
focuses on the role that a National Supervisory
Authority should undertake to provide safety regulation
for air navigation service providers;
■ System Safety Assessment (SAF-SAM3-SSA):
This course provides guidance to air navigation
service providers’ staff to help them demonstrate
that the ATM system, as implemented, achieves
an acceptable (or at least tolerable) risk level and
consequently satisfies its safety objectives specified
in the Functional Hazard Assessment. It also
helps with the task of ensuring the system meets
the safety requirements specified in the Preliminary
System Safety Assessment;
■ Safety Management Survey (SAF-SURVEY): This
3-stage course provides the practical skills and
knowledge needed to understand the concepts,
principles and practice of a Safety Survey. This is
targeted specifically in the context of the EATM
Safety Policy and the overall Safety Assurance
process within the Safety Management System.
Safe regional ATC services
Safety at EUROCONTROL’s Upper Area Control
(UAC) Centre
EUROCONTROL’s UAC Centre in Maastricht handled
close to 1.5 million flights in 2006, representing
an additional 80,000 flights compared to 2005. A
growth in traffic of 5.8 % was met with no Category
A separation infringements (serious incident) for the
third consecutive year. Furthermore, the number of
Category B separation infringements (major incident)
remained stable at 8. These results indicate a
tangible improvement in safety standards.
