aviation, both in Europe and in the world. However,
we should guard against complacency for with
constantly rising traffic we must do even more to
keep the actual numbers of accidents down.
Progress made in the capacity sphere is encouraging
as well. During the year, traffic grew by 4.3%, yet
delay per flight in 2006 remained much the same as
it was in 2005: 1.9 minutes. More work remains to be
done in this area, but it is encouraging to note that
the delay situation did not deteriorate in 2006 – in
spite of several capacity challenges: security alerts
in the United Kingdom; a war in the Lebanon and
heightened levels of traffic during the FIFA football
World Cup in Germany.
Cost-effectiveness has been substantially enhanced
year on year since 2003.
Costs at the Maastricht UAC Centre increased at
a rate of 3.9% against a rise in traffic of 5.8%, with
the cost per flight hour controlled remaining well
below the long-term objectives set for the Centre.
EUROCONTROL’s Central Route Charges Office
achieved the highest-ever rate of recovery for a
single year: the medium-term recovery rate for
2005, measured on 31 December 2006, stood at
99.71%.
Efficiency at the Agency itself received a significant
boost, with a 9% reduction made in its managerial
budget. This was the result of a number of costefficiency
projects carried out across the Agency.
Improved network efficiency can make a distinct
contribution to reducing aviation’s impact on the
environment and EUROCONTROL is contributing to
this crucial area, pioneering techniques and
concepts in close cooperation with ICAO and ECAC.
The Agency is constantly developing and validating
new ways of managing aircraft in the air and on the
ground, so helping to reduce emissions as well as
diminish noise pollution. The Agency’s DMEAN
Programme and, in the future, SESAR will take these
gains even further.
A highlight of 2006 was the creation of the Directorate
of Civil-Military Coordination, which is helping
to increase network capacity through enhanced
civil/military cooperation.
The positive results obtained in 2006 were made
possible by the hard work and dedication of all the
players in the air transport industry. I would like to
take this opportunity to thank them – and EUROCONTROL’s
staff deserve special mention. But we
must remind ourselves that there are still important
challenges to be faced. It is only by continuing our
productive collaboration across the industry that a
safe, efficient and environmentally-friendly air traffic
network in Europe can be secured.

The Agency, as EUROCONTROL’s executive body,
is instrumental in the fulfilment of the EUROCONTROL
mission and the achievement of its
strategic objectives.
EUROCONTROL’s strategic
objectives
The Agency focuses and concentrates its resources
on:
■ improving air traffic safety;
■ increasing airspace capacity;
■ reducing air traffic delays;
■ enhancing the cost-effectiveness of the air traffic
management (ATM) system;
■ enhancing civil–military cooperation and the interoperability
of ATM systems;
■ bolstering aviation security;
■ reducing the impact of air traffic on the environment.
The EUROCONTROL Provisional Council has set a
list of objectives with different accountability levels for
the Agency, the EUROCONTROL Organisation and
the network.
These objectives extend beyond purely operational
and economic domains as they also need to cover
institutional aspects, which are fundamental for the
harmonisation of the coordinated development of the
European ATM system.
Some of the Agency’s objectives are outcome-based
and can only be achieved if the stakeholders concerned
contribute to their implementation; others are
output-based and more specific to the Agency.
The accession of the European Community to the
Organisation in 2002 and the regulatory framework
defined by the EC Single European Sky (SES) Regulations
in 2004 provide a unique opportunity to
combine the Agency’s ATM expertise with the legislative
power of the European Union.
EUROCONTROL’s strategic objectives are key
contributions to the European Community’s initiative
on the Single European Sky (SES). The
Agency fully supports this initiative through the
drafting of implementing rules for regulations and
has been fully committed to joining forces with the
