The programme therefore addresses the fundamental
requirements of a safe ATM system with
legislation, risk assessment, ground-based safety
nets and Safety Management Systems (SMS) all
being targeted. To assist States in implementing
their SMS, EUROCONTROL launched a project
called Support to ANSPs for SMS Implementation
(SASI). To date, more than 20 ECAC States have
received support, which has comprised of workshops
and “on-the-spot” assistance in their own
States.
EUROCONTROL supports the implementation of
SMS as a fundamental building block of a robust
and safe European ATM network. During 2006 the
Agency continued to roll out its own SMS in accordance
with the Agency Safety Management
Handbook. A management structure has been put
in place and systems are already in place for the

European ATM Programme (EATM) and the EUROCONTROL
Experimental Centre (EEC). Other
areas of the Agency will follow during 2007.
Just culture
A fundamental and high-priority activity of the ESP
is the development of an environment that encourages
the reporting of incidents relating to the
safety of operations. This is brought about by ensuring
front-line operators and other staff members
are not punished for actions, omissions or decisions
taken by them provided they are in line with
their training and experience. It is hoped that a
‘just culture’ can be embedded in European aviation
organisations and that this will foster more
thorough incident reporting and data sharing. Of
course, negligent or destructive acts and wilful violations
will still be rigorously dealt with, but the
Agency and the SRC are working to reduce and if
possible eliminate the fear of judicial sanctions
against an incident reporter and have made this a
priority.
In 2006 the Performance Review Commission conducted
an extensive survey of legal and cultural
impediments to ATM safety occurrence reporting
in Europe. Significant improvements were noticeable,
although much work is still required to remove
those impediments which still remain.
The Agency has also started cooperating with
ICAO to promote the adoption of the ‘just-culture’
concept and ATM occurrence reporting and data
collection globally.
System safety defences
Efforts to assist air traffic controllers with system
safety defences in an increasingly complex traffic
environment, which continues to experience sustained
traffic growth, are ongoing. The work covers
the production of material on Cost Benefit
Analysis (CBA), harmonised specifications and
operational requirements for ground-based safety
nets and best practices, including training support,
as well as the remaining work on feasibility of
the Airborne Collision Avoidance System Resolution
Advisory (ACAS RA) downlink. The EUROCONTROL
specification and related guidance material
on Short Term Conflict Alert (STCA) was
delivered in 2006 and work has now started to
progress on similar deliverables for Minimum Safe
Altitude Warning (MSAW).
EUROCONTROL has been looking into whether
downlinking ACAS Resolution Advisories to controller
work stations will offer operational and safety
benefits. The Feasibility of ACAS RA Downlink
Study (FARADS) Phase 2 work was completed
shortly after the launch of the ESP. A results dissemination
workshop was held to mark the start of
the consultation process to decide on the required
next steps. A proposal was subsequently made to
systematically monitor RAs and assess the interactions
with ground-based safety nets with the aim
of establishing an overall coordinated concept for
airborne and ground-based safety nets.

Safety management enhancement
The European Action Plan for Air Ground Communications
Safety was well received following its publication
in May 2006. The document was developed
in collaboration with over 300 controllers and pilots
and is an important contribution to an issue that directly
affects the provision of air traffic services on a
day-to-day basis.
In December 2005 the Agency’s Safety Team approved
the launch of an Airspace Infringement
Safety Initiative to develop, agree and implement an
industry-wide risk-reduction action plan. The plan
