The EUROCONTROL Safety Regulation Commission
(SRC) fulfils a vital function for the safety of
aviation within the ECAC States by advising the
EUROCONTROL Permanent Commission on all
matters related to the safety regulation of ATM.
The SRC provides recommendations and specific
proposals for improvement of ATM safety. The
SRC also assesses the overall safety performance
of the ATM system within the ECAC area, with a
view to identifying ATM safety levels and trends,
and areas where ATM can contribute to overall
aviation safety.
With a view to meeting EUROCONTROL’s safety objective,
valuable progress was made during 2006 in
ensuring that as far as possible EUROCONTROL
Safety Regulatory Requirements (ESARRs) are
transposed into European Community law unaltered.

EUROCONTROL is pleased to report that 2006 was the safest year on record for aviation in Europe and
the third consecutive year in which there were no air traffic management (ATM)-related accidents. This
was despite an all-time record number of flights in European airspace.
An independent survey of ATM safety regulators and air navigation service providers of the European Civil
Aviation Conference (ECAC) States, commissioned by EUROCONTROL in 2003, 2004 and 2006, has
shown a steady improvement in the maturity of ATM safety frameworks across Europe. The studies show
that in the four years since the original study the average maturity level of ATM safety frameworks has improved
from 55% to 69% for air navigation service providers and 52% to 65% for State ATM regulators.
In particular ESARR 1, “Safety Oversight in ATM”
was the subject of joint EUROCONTROL/EC activity
with a view to transposing it into Community law.
Further services to Member States are provided in
relation to the certification of air navigation service
providers operating in the EU. EUROCONTROL
guidance material to National Supervisory Authorities
(NSAs) as part of the Single European Sky Implementation
(SESIS) Project helped significantly in
speeding up the certification process for those
Member States that were experiencing difficulties.
A mandate was given to EUROCONTROL by the
European Commission in the field of safety to assist
in the development of a Risk Classification Scheme.
Through the ESARR Implementation Monitoring and
Support (ESIMS) Programme, EUROCONTROL successfully
conducted six audits during 2006. The
ESIMS Programme works in close cooperation with
the ICAO Safety Oversight Audit (SOA) Section.
Their audit schedules are coordinated and audit information
is systematically exchanged. Both programmes
place the focus on checking the State’s
safety oversight capabilities and the various elements
contributing to those capabilities. Following
agreement from the Provisional Council in November
2006, the Agency has begun to provide selective
access to ESIMS audit reports through a secure
area of the ESIMS One SkyTeam website.
European Safety Programme
The European Safety Programme (ESP) was
launched in February 2006, following the conclusion
of its predecessor, the Strategic Safety Action
Plan (SSAP) in January 2006. The ESP aims to improve
European air traffic management safety maturity
throughout the 42 ECAC States to a common
minimum level by December 2008.
The ESP will continue to develop the relationships
forged by the SSAP in order to deliver the recommendations
and deliverables which reflect the
stakeholders’ priorities. Its progress document
contains 70 recommendations, 12 of which are
aimed at State regulators and 16 at air navigation
service providers. The ESP’s Implementation Programme
(IP) embraces both the Agency and
Safety Regulation Commission (SRC) Work Programmes
by defining objectives and timescales
and allocating responsibility for tasks. The recommended
actions cover five activity fields: implementation
and support of European legislation/
regulation; incident reporting and data sharing;
risk assessment and mitigation in day-to-day operations;
