Efficiency
Improving efficiency through
cooperative network design
and development
EUROCONTROL’s pan-European approach to the
design and development of the ATM network is essential
for achieving optimum efficiencies in economic,
technical and operational airspace
configuration and use. The Agency, therefore, continued
to apply its strategy of coordinated planning
and programme implementation across the region,
alongside the training and research activities required
to obtain the maximum benefit from these activities.
At the same time, the Agency implemented
measures to facilitate improved monitoring of the
progress achieved throughout Europe as a whole,
as well as in individual States, as an integral part of
its mission to obtain further efficiencies in every constituent
part of the value chain.
Convergence and implementation
Planning, monitoring and reporting on the coordinated
implementation of performance-driven ATM
improvements throughout Europe as a whole is
achieved via the European Convergence and Implementation
Planning (ECIP) mechanism. These
functions are mirrored at national level by the Local
Convergence and Implementation Plan (LCIP) tool,
which is used to assist individual ECAC States in
their efforts to meet their objectives and national performance
targets.
The annual ECIP Status Report was published in
June 2006, based on information collected in the
LCIPs. The report now contains chapters on safety,
capacity, cost-effectiveness and impact on the environment.
Further improvements will be made to the
report and the 2007 edition will begin to identify the
operational and financial impact caused by delays
to certain objectives and reflect the requirements of
the Single European Sky (SES) and the SESAR Programme.
In accordance with the Provisional Council’s
decision, the LCIPs covering 2007 – 2011 will
also contain each State’s medium-term objective in
respect of its actual en-route unit cost.
TMA 2010+ initial concept delivered
Improving the performance of air-side airport operations
is essential to the enhancement of operational
efficiency. In this regard, the completion in
2006 of the initial concept of operations for Terminal
Manoeuvring Area (TMA) procedures in complex
airspace, as part of the TMA 2010 Programme, was
a significant milestone. This version of the concept,
together with its business case, focuses principally
on arrival management and is based around the
use of P-RNAV routes and facilitating Continuous
Descent Approach (CDA) profiles. The provision of
enhanced ground-based arrival management systems
will be key to achieving this, as will the introduction
of tools to assist controllers with decision
making.
Harmonised data-sharing with the ‘Flight Object’
concept
A major driver for efficiency is the ability to effectively
share data across the European ATM network
and EUROCONTROL’s ‘Flight Object’ concept is a
major step towards this goal. In 2006, the Agency
published a detailed definition of the concept, having
completed the Flight Object Interoperability
Proposed Standard (FOIPS) study.
The FOIPS model supports the interoperability required
between a wide range of systems, including
those used by air traffic control, airlines, airport operators,
the CFMU, military air traffic control systems
and systems onboard the aircraft. It was the product
of close cooperation over the past two years between
the EUROCONTROL Agency, EUROCAE and
leading European ATM suppliers. The Agency is
now working with the US FAA towards defining a
common standard for global stakeholders.

Common position found on frequency spectrum
Any failure to meet the growing demand for radio
spectrum will hamper development of ATC capacity
and lead to increased delays. However, in 2006, a
new European Aeronautical Common Position
(EACP) was found on frequency spectrum under
EUROCONTROL’s leadership. Once approved by
the Provisional Council, it will be presented to the
World Radiocommunication Conference 2007 (WRC
2007) in an effort to guarantee the high-quality radio
spectrum needed, to support the SES initiative, and
also the deployment of the new technologies
needed to meet future growth in general.
